About the role

Key responsibilities & impact

Run the newly established Independent Review function
Perform Independent Cost Estimate reviews to evaluate financial uncertainty in the bid process and execution confidence
Partner with functional leadership to drive estimating expectations and establish a professional estimating framework
Create and maintain a Corporate Independent Cost Estimate Review calendar
Prepare Independent Cost Estimate outputs for Segment and Corporate proposal reviews
Advise on functional estimating initiatives and establish estimating factors to evaluate bids
Partner with Program Excellence to coordinate Non-Advocate Reviews, Baseline Reviews, and Program Assessment Reviews
Develop the Independent Review discipline within finance and build and expand a review team

Requirements

What you’ll need

Bachelor’s Degree with a minimum of 15 years of prior related experience, or Graduate Degree with a minimum of 13 years of prior related experience, or 19 years of prior related experience in lieu of a degree
Minimum of 12 years experience in defense contracting environment, proposals, and financial positions
Experience working large proposal activities
Experience leading aspects of independent cost / proposal reviews
Ability to evaluate labor and material estimates, subcontract quotes, special contract clauses, and cash flow models
Good communication and presentation skills
Strong analytical capabilities
Capability in modeling and scenario analysis
Ability to work across multiple functions
Ability to meet deadlines and operate to short timeline efforts
Ability to travel up to 25% of the time
