About the role

Key responsibilities & impact
  • Support growth of LEA's Highway Sector through client engagement, business development, and pursuit of opportunities, especially with MTO
  • Promote LEA's expertise and services to current and potential clients
  • Lead business development activities and expand LEA's market presence and project portfolio across Ontario
  • Prepare and submit RFQs, RFIs, RFPs, and other procurement-related proposals
  • Serve as primary client contact and provide strategic guidance and relationship management
  • Monitor client satisfaction and solicit feedback
  • Ensure contractual obligations and client commitments are met
  • Represent LEA at industry events, client meetings, and professional associations
  • Lead design activities for complex highway projects in compliance with TAC and MTO standards and guidelines
  • Manage and coordinate project deliverables and provide technical guidance to Project Designers
  • Act as Design Lead across multiple design teams on complex highway and transportation infrastructure projects
  • Provide technical and project leadership, guidance, and mentorship to project and technical staff
  • Act as Senior Project Manager, Project Lead, or Key Individual as required
  • Lead internal and external project meetings and resolve technical and design challenges
  • Monitor project progress, schedules, budgets, risks, and issues; implement mitigation strategies
  • Promote health and safety and identify and mitigate workplace hazards
  • Oversee quality management activities and ensure deliverables meet standards and client requirements
  • Stay current on industry trends, best practices, regulations, and standards
  • Perform other duties within the Civil Division

Requirements

What you’ll need
  • Bachelor's Degree in Civil Engineering
  • Minimum 15 years of progressively responsible experience in highway engineering and project management or coordination activities
  • Minimum 10 years of experience managing projects for the MTO considered a strong asset
  • Professional Engineer (P.Eng.) designation and membership in good standing with Professional Engineers Ontario (PEO)
  • Eligible for registration in the MTO Registry, Appraisal and Qualification System (RAQS) under one or more Highway Engineering categories
  • Expertise in highway design principles, including alignments, geometrics, staging, utilities, roadside safety, quantity takeoffs, pavement marking, signage, and constructability
  • Experience managing highway projects, including scope, schedule, cost, and risk management
  • Experience acting as Design Lead, Project Manager, Project Lead, or Key Individual on routine and complex transportation infrastructure projects
  • Experience leading multidisciplinary project teams and coordinating internal and external stakeholders
  • Experience in business development, proposal preparation, client relationship management, and project pursuits
  • Experience coordinating with MTO stakeholders, navigating project approvals, and managing consultant and contractor teams
  • Strong knowledge of Transportation Engineering principles and jurisdictional design guidelines, including TAC, MTO, OPSD, and AODA
  • Proficiency in AutoCAD, MicroStation, Civil 3D, and InRoads/OpenRoads
  • Knowledge of health, safety, and environmental requirements in highway projects
  • Established relationships within the Ontario transportation infrastructure market, particularly Northern Ontario, considered a strong asset
  • Must be located within 125 km of North Bay, Ontario, or willing to relocate
  • Must be willing to maintain a regular presence in North Bay during regular business hours
