About the role

Key responsibilities & impact
  • Lead planning, detailed design, and delivery of complex highway infrastructure projects within the Civil Division
  • Provide technical leadership and guidance to Project Designers on complex design issues and project delivery
  • Develop quantity takeoffs and cost estimates
  • Manage project scope, schedules, resources, budgets, risks, and issues
  • Coordinate deliverables with design teams, clients, stakeholders, utility companies, internal teams, and sub-consultants
  • Lead utility coordination meetings and manage utility conflicts
  • Lead project meetings, address design queries, and coordinate technical aspects
  • Develop and maintain relationships with clients, stakeholders, and regulatory agencies
  • Support proposals, fee estimates, and business development pursuits
  • Lead or perform field reviews and investigations of existing highway conditions
  • Mentor and coach junior team members
  • Promote health and safety and mitigate workplace hazards
  • Ensure deliverables meet quality, client, and regulatory requirements
  • Continue professional development and perform other Civil Division duties

Requirements

What you’ll need
  • Bachelor's degree in Civil Engineering
  • Minimum 15 years of experience managing highway projects, including planning, design, and delivery
  • Licensed Professional Engineer (P.Eng) with Professional Engineers Ontario (PEO)
  • Registered in the MTO Registry, Appraisal and Qualification System (RAQS) for specified detail design and preliminary design categories
  • Proven experience managing highway project scope, schedule, cost, and risk
  • Strong knowledge of Transportation Engineering principles and jurisdictional design guidelines, including TAC, MTO, OPSD, and AODA
  • Expertise in highway design principles, including alignments, geometrics, staging, utilities, roadside safety, quantity takeoffs, pavement marking, signage, and constructability
  • Experience coordinating with MTO stakeholders, navigating project approvals, and managing consultant and contractor teams
  • Proficiency in AutoCAD, MicroStation, Civil 3D, and InRoads/OpenRoads
  • Strong understanding of MTO procurement processes and contract types, including Design-Bid-Build and Design-Build
  • Ability to lead multidisciplinary teams, mentor junior engineers, and work independently with minimal oversight
  • Strong communication skills, including stakeholder engagement, report preparation, and presentations
  • Knowledge of health, safety, and environmental requirements in highway projects
