About the role
Key responsibilities & impact- Support the upgrade, enhancements, and maintenance of enterprise budgeting solutions for public sector clients
- Work with business stakeholders, budget offices, finance teams, and technical resources
- Analyze existing business processes and identify improvements
- Define functional requirements
- Configure and validate Performance Budgeting (PB) functionality
- Serve as the primary contact for ensuring the PB application supports budgeting, forecasting, and financial planning objectives
- Meet with finance and budget stakeholders
- Write functional specifications
- Support testing and production issues
- Participate in project meetings and budget planning activities
- Elicit, analyze, and document current business and new functional requirements through stakeholder interviews, workshops, and process analysis
- Analyze budgeting and financial management processes and recommend system improvements
- Develop BRDs, FRDs, user stories, use cases, process flows, and functional design specifications
- Execute system configurations and collaborate with technical teams on development-related tasks
- System test annual budget preparation, amendments, forecasting, and execution
- Perform business process improvement analysis aligned with standard functionality
- Coordinate and support UAT, SIT, and regression testing
- Provide production support by troubleshooting functional issues
- Create user documentation and training materials
Requirements
What you’ll need- 5+ years of Business Analyst experience supporting ERP or financial management systems
- Bachelor's degree in Business, Finance, Accounting, Information Systems, Public Administration, or related field
- Hands-on experience with an ERP system, preferably Performance Budgeting (PB)
- Strong understanding of government budgeting and fund accounting
- Experience gathering and documenting functional requirements
- Knowledge and experience in Agile methodologies
- Excellent analytical and communication skills
- State or local (California) government budgeting experience desired
- Knowledge of Financial Management modules desired
- SQL knowledge for data validation and reporting desired
- Experience with Azure DevOps or Jira desired
- Experience with ERP implementation projects desired
- Remote candidates must be willing to work PST hours
- Must successfully complete a background investigation for U.S. employment
- Minimal travel may be required
