About the role
Key responsibilities & impact- Monitor e-procurement platforms, public buyer portals and client channels for relevant street lighting, road lighting and urban infrastructure tenders
- Select opportunities requiring no salesperson or allocate opportunities to account managers or regional sales managers
- Analyze opportunity complexity and implement the Customer Project Process
- Manage workload and define engagement with opportunity leaders
- Read and analyze tender documentation and produce internal summaries covering scope, deadlines, eligibility, guarantees, penalties and risks
- Prepare bid/no-bid decisions with opportunity leaders and management
- Build and maintain criteria-compliance matrices
- Draft clarification questions for unclear, restrictive or contradictory specifications
- Translate tender requirements into design briefs for solution designers
- Review design outputs for compliance across lighting, networking, sensors and digital interfaces
- Coordinate with designers and suppliers on solution component selection
- Consult vendors, obtain documentation and pricing, and negotiate back-to-back and payment terms
- Validate bills of quantities against designs and reconcile discrepancies
- Support technical narratives covering proposed solution, methodology, execution plan, maintenance, warranties and energy savings
- Own bid calendars, milestones, review gates, clarification deadlines and submission dates
- Collect, verify and reconcile administrative, vendor, subcontractor, consortium and supplier documents
- Coordinate bid bonds, guarantees, insurance certificates and financial instruments with finance
- Ensure documents are signed, stamped, dated, translated and paginated correctly
- Prepare and upload electronic submissions or assemble physical packages before deadlines
- Maintain a controlled, versioned archive of bids and supporting materials
- Respond to clarification requests and monitor tender evaluations
- Prepare support for challenges or appeals and coordinate with legal counsel
- Run win/loss reviews and track competitor pricing and positioning
- Maintain a reusable content library
- Hand over won projects to the execution team with a complete briefing
Requirements
What you’ll need- Bachelor's degree in electrical engineering, civil engineering, construction management or a related technical field; equivalent experience will be considered
- 3+ years of experience in bid/tender management, preferably in public procurement
- Demonstrable track record of submitted and won tenders in lighting, electrical installations or infrastructure works
- Working understanding of IoT systems for smart cities, street lighting systems, energy efficiency solutions, adaptive lighting solutions and work order management
- Ability to read electrical, civil and networking drawings, single-line diagrams and site layouts
- Understanding of public procurement rules, award criteria, qualification requirements and appeal procedures
- Experience working with bills of quantities, unit pricing and cost build-ups
- Fluent English, written and spoken, including technical and contractual writing
- German, Dutch or Italian is an advantage
- Strong document discipline and version control
- Ability to use AI tools for high-quality document production with verified content
- Ability to run cross-functional bid teams without direct authority
- Clear technical writing and ability to structure a persuasive, compliant offer
- Advanced Excel; confidence with Word, PDF tools and e-procurement platforms
- Exposure to DIALux/Relux and AutoCAD is an advantage
- Experience with energy performance contracts, ESCO models, street lighting modernisation or concession projects is advantageous
- Experience managing consortium or joint-venture bids is advantageous
- Exposure to EU-funded projects and reporting requirements is advantageous
