About the role

Key responsibilities & impact
  • Provide acquisition financial planning support for staffing, contracting, funding actions, current-year execution, and out-year planning
  • Develop, update, execute, track, and brief spend plans using the NAVAIR Common Spend Plan Tool
  • Track and monitor financial data using PMA execution and requirements spreadsheets
  • Use AMS Visualization and Excel PivotTables to display and interpret financial information
  • Coordinate funding requests and spend-plan execution with the PMA BFM team
  • Advise the IPT on TOA allocations and balances
  • Prepare responses to financial taskers and requests for information
  • Coordinate AMS tool updates across the IPT
  • Recommend appropriate funding types for specific actions
  • Prepare budget language and ensure projects are fully funded before RFP release
  • Support MIPR instructions, external contract awards, procurement planning, contracts meetings, and execution plans
  • Enter Program Initiation Documents and associated purchase request worksheets, statements of work, proposals, evaluations, and funding documents in PMT
  • Prepare acquisition documentation, including SOWs, CDRLs, cost estimates, security forms, J&As, sole-source documents, IGEs, and DD254s
  • Coordinate with IPT leads and Contracts to ensure modifications, delivery orders, CLINs, and funding are executed on schedule
  • Identify and track program risks and mitigations
  • Support communications, data calls, drills, program briefs, and stakeholder information requests
  • Analyze program requirements, status, budgets, schedules, objectives, and business cases

Requirements

What you’ll need
  • Bachelor’s degree in a business-related discipline
  • Alternatively, an associate degree in a business-related discipline and a minimum of seven years’ experience
  • Three or more years of NAVAIR business/acquisition-related experience
  • Active Secret clearance
  • Proficiency with Microsoft Office Suite
  • Experience with NAVAIR Acquisition Management System (AMS), including Procurement Management Tool (PMT), Contract Deliverable Requirements List tool (CDRL), Resource Management Tool (RMT), and Common Spend Plan Tool (CSPT)
  • Mid-level knowledge of NAVAIR, Department of the Navy, and Department of Defense acquisition and requirements directives, policies, and procedures
  • Ability to create and manage team presentations for internal teams, prime contractors, subcontractors, and senior acquisition and Department of the Navy leadership
  • Must be an excellent communicator
  • Position contingent upon meeting physical and medical requirements and applicable federal, state, and local requirements
