About the role

Key responsibilities & impact
  • Perform comprehensive quality assurance inspections and mentor Quality Assurance personnel
  • Serve as a subject matter expert in construction quality management and the USACE Three Phases of Control
  • Conduct site evaluations, field surveys, and site visits to assess constructability, quality, and code compliance
  • Utilize LiDAR scanning, point cloud data, or associated spatial imaging technologies for construction quality assurance, mapping, and site evaluations
  • Assist Engineers, managers, and estimators with planning, budgeting, and estimating future construction projects
  • Ensure contractors implement and maintain effective Quality Management Systems compliant with approved designs, specifications, and contract requirements
  • Evaluate and verify workmanship in structural concrete, foundation and bearing soil preparation, stormwater and drainage systems, MEP systems, and interior finishes
  • Review drawings, specifications, codes, product data, and related documentation for inspections and quality assessments
  • Communicate with contractors, Government representatives, and project stakeholders regarding construction methods, quality standards, and corrective actions
  • Prepare and maintain daily Quality Assurance reports, field observation reports, deficiency reports, and Non-Conformance Notices
  • Capture findings through photographic records and digital technologies
  • Develop, maintain, and present project performance metrics, status briefings, and technical reports
  • Review and comment on pre-construction and construction submittals, RFIs, and related documentation
  • Review and evaluate Contractor QC Plans and Design QC Plans
  • Lead and facilitate coordination meetings between Government representatives and construction contractors
  • Work independently and collaboratively as part of an Integrated Project Team to deliver projects for the client

Requirements

What you’ll need
  • Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field with a minimum of 15 years of construction experience; OR minimum of 20 years of relevant construction management experience with a current USACE or NAVFAC Construction Quality Management (CQM) for Contractor’s certification
  • Current Construction Quality Management (CQM) Certification (Required)
  • OSHA 10-Hour Certification (Required)
  • OSHA 30-Hour Certification (Required)
  • Extensive experience interpreting construction drawings, specifications, and contract documents
  • Proven experience inspecting construction materials, workmanship, and safety compliance
  • Strong understanding of construction quality management principles and practices
  • Excellent written and verbal communication skills, including the ability to prepare technical reports and deliver briefings to senior leadership
  • Proficiency with digital reporting tools, Microsoft Office applications, tablets, and construction management software
  • Ability to work effectively with Government personnel, contractors, and multidisciplinary project teams
  • Must be a U.S. Citizen
  • Must be able to obtain and maintain a Public Trust Clearance (HSPD-12 fingerprint-based background investigation)
  • Extensive fieldwork, including exposure to varying weather conditions and ability to traverse uneven terrain
  • Availability to work outside normal business hours, including night shifts, weekends, and holidays, approximately 25% of the time
