About the role

Key responsibilities & impact
  • Assist in the administration and advancement of college facilities design, construction, contract review, and capital project management
  • Provide project management for large, complex construction and renovation projects, including budgeting, planning and programming, design, contracting, construction, commissioning, and close-out
  • Coordinate and manage development, planning, design, and construction of new facilities, major renovations, and deconstruction
  • Ensure project goals, TSTC standards, and code compliance are met
  • Prepare RFQ and RFP proposals for selection and approval of professional service providers and construction contracts
  • Prepare contracts and final work agreements for major construction projects and campus capital project planning and programming
  • Review contractors' project planning, programming, scheduling, and costs, and follow up through completion and transition
  • Participate in consultant selection and serve as a voting member on A/E and contractor selection committees as applicable
  • Coordinate, supervise, and review consultants engaged in physical facilities planning
  • Represent the AVCFPC with state, city, and county officials regarding agency oversight, real estate transactions, zoning, jurisdictional matters, and construction issues as assigned
  • Establish departmental policies and operating procedures to ensure projects are planned, designed, and constructed on time and within budget while meeting legal and College requirements
  • Develop and implement department strategies, business practices, and processes to improve effectiveness and execution
  • Collaborate with leadership, provosts, and cross-functional areas on facility planning and construction
  • Represent Facilities Planning & Construction on high-level committees
  • Oversee statewide construction projects and resources, including leadership of assigned project managers
  • Perform other duties as assigned

Requirements

What you’ll need
  • Bachelor's degree, preferably in construction or business related field from an accredited college or university
  • Equivalent combination of education, training and relevant professional experience will be considered
  • Five years of progressive administrative experience in higher education
  • Ten years of experience in a senior leadership, executive, or managerial role, preferably in a higher education setting or equivalent public or private sector organization with oversight of facilities budget, operations, and development of new and renovated facilities
  • Ability to manage and lead projects
  • Experience managing and coordinating the budget process and project cost estimates
  • Knowledge of principles and practices of capital development, planning, design, and construction, including campus master planning
  • Knowledge of higher education protocol and practices as they apply to facilities planning and development issues
  • Knowledge of Texas Higher Education Coordinating Board guidelines relating to reporting of facility construction or renovation
  • Ability to develop operating and construction budgets and monitor project budgets across multiple fiscal years
  • Knowledge of construction types and their advantages in an educational setting
  • Strong interpersonal and communication skills
  • Ability to foster a cooperative work environment
  • Demonstrated critical thinking and problem-solving skills
  • Ability to research, organize, prioritize, and manage multiple complex projects
  • Sound judgment and demonstrated leadership ability
  • Ability to evaluate effectiveness and develop new strategies and procedures
  • Proficiency in MS Word, Excel, and PowerPoint
  • Ability to work Monday through Friday, be on call 24/7, work long hours and occasional weekends as duties demand
  • Ability to travel up to 25%
  • If hired, must present acceptable original documents proving identity and authorization to work in the United States by the third day of employment
  • Successful completion of a criminal history background check if selected as a finalist
