About the role

Key responsibilities & impact
  • Oversee the full lifecycle of subcontractor performance, including teaming, proposal strategy, solicitation, negotiation, award, and closeout
  • Develop and drive subcontracting strategies across assigned portfolios
  • Advise project teams on subcontract administration, internal processes and tools, federal engagements, and strategic high-value contracts
  • Ensure subcontract activities comply with FAR, DFARS, and company policies
  • Maintain accurate subcontract files and manage data entry into internal systems
  • Lead negotiations on terms, pricing, schedules, and performance metrics
  • Implement best practices and process improvements across the subcontract organization
  • Act as the primary contact for subcontract activities within the portfolio
  • Collaborate with project managers, procurement, and finance
  • Prepare RFP/RFQ packages, perform technical evaluations, and negotiate terms and conditions
  • Monitor subcontractor performance, analyze data, and ensure timely project completion
  • Support capture and proposal phases with subcontracting strategies
  • Lead subcontract portions of proposal preparation, including cost analysis, management plans, and compliance documentation
  • Negotiate Teaming Agreements and Non-Disclosure Agreements
  • Conduct pre-award compliance reviews and final evaluations
  • Provide award authority to junior team members
  • Develop and manage team performance, workload distribution, and professional growth
  • Drive training and continuous improvement initiatives
  • Lead use of iCertis Contract Lifecycle Management for subcontract awards
  • Utilize Coupa, CostPoint, and other enterprise tools
  • Perform government contract administration, including flow downs, change management, inspection, acceptance, payment, warranty, closeout, and records retention
  • Support source selection and evaluation through cost and price analysis, negotiation memoranda, and CPSR-compliant files
  • Draft, negotiate, and use subcontracts, purchase orders, teaming agreements, and other agreements
  • Recommend policy changes and establish procedures affecting the organization

Requirements

What you’ll need
  • Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience
  • Extensive knowledge of Cost Reimbursable, Firm Fixed Price, and Time & Material subcontract awards
  • In-depth understanding of FAR/DFARS compliance
  • Knowledge of Non-Disclosure Agreement (NDA) and Teaming Agreement (TA) best practices
  • Experience in Defense, National Security, or Intelligence sectors preferred
  • Experience with ERP systems, including Coupa and/or Costpoint, Contract Lifecycle Management systems, and Microsoft Office Suite
  • Experience leading teams in a customer service-oriented team environment within a matrixed organization
  • Experience with CPSR-compliant policies and procedures and supporting audits
  • Expertise supporting commercial and U.S. Government requirements, preferably U.S. Department of Defense and/or other federal government programs
  • Experience issuing and managing subcontracts under prime contract awards in a highly technical environment
  • Strong communication, leadership, presentation, and interpersonal skills
  • Ability to interface effectively with departments, management, staff, customers, potential customers, and government representatives
