About the role

Key responsibilities & impact
  • Manage the technical and administrative phases of refurbishment, construction, and maintenance projects across Médecins du Monde’s property portfolio, with a focus on sites in the Île-de-France region
  • Coordinate the definition, design, development, and monitoring of construction and works projects
  • Ensure the operational and financial quality of services and works, as well as compliance with applicable requirements
  • Gather and analyze the needs of users and site managers
  • Conduct preliminary technical site inspections
  • Assess the technical, regulatory, and budgetary feasibility of projects
  • Analyze preliminary designs, plans, financial estimates, and architectural/execution designs
  • Support building selection and contribute to the preparation of specifications
  • Prepare administrative documentation and monitor regulatory approvals and mandatory inspections
  • Prepare and monitor budgets, execution schedules, and milestones
  • Prioritize interventions based on operational constraints
  • Manage procurement and services in accordance with internal procedures
  • Ensure waste management, risk prevention, and SPS coordination where required
  • Monitor construction progress and coordinate internal and external stakeholders
  • Supervise contractors and subcontractors
  • Ensure QHSE requirements, cost, schedule, and objectives are met
  • Organize and lead site meetings
  • Inspect completed works for compliance and participate in handover operations
  • Represent Médecins du Monde in dealings with contractors and partners
  • Serve as the liaison between stakeholders and participate in contractor consultations and evaluations
  • Contribute to strategic planning and support Médecins du Monde delegations in France on construction and works-related matters

Requirements

What you’ll need
  • Degree or diploma in building construction/interior fit-out (BTS Bâtiment/Agencement), civil engineering (DUT Génie civil), or a specialized bachelor’s degree in building construction, construction, or public works; alternatively, an engineering or architecture degree
  • Significant professional experience managing construction and works projects, logistics and property management, and safety and security management
  • Ability to manage budgets
  • Proficiency in procurement and contracting procedures
  • Strong knowledge of safety regulations and QHSE obligations
  • Proficiency in office productivity and reporting tools
  • Fluent written and spoken French
  • Knowledge of the CCAG Travaux public works contract conditions and service contracts
  • Ability to work with multidisciplinary teams
  • International sanctions-list background checks may be conducted
  • A French criminal-record extract (B3) will be requested from all successful candidates
