About the role
Key responsibilities & impact- Assist and support Government customers in monitoring construction progress, cost performance, schedule adherence, and contractor execution
- Control and manage project milestones and budgets from planning through completion and initial operations
- Monitor, analyze, and report on project milestones and budgets, recommending courses of action and allocation of funds
- Review performance to ensure commitments remain within agreed-upon scope, schedule, and cost
- Independently review contractor cost, schedule, progress, and forecasting reports for Government oversight and decision-making
- Analyze performance trends, assess risks, forecast schedule/budget/quality problems, and ensure issue resolution
- Track project budgets, obligations, expenditures, forecasts, and contingency utilization
- Serve as liaison to the Directorate’s primary POC for customers, external agencies, and higher authorities
- Lead project teams and implement management decisions, guidance, laws, regulations, and policies
- Review proposed contract changes, modifications, and technical submittals for cost, schedule, scope, and facility impacts
- Ensure management, control, coordination, and execution of assigned projects and schedule impacts
- Obtain and maintain stakeholder and customer commitment to the management plan
- Identify emerging cost, schedule, technical, and execution risks and recommend mitigation strategies
- Participate in construction reviews, cost and schedule discussions, status engagements, and commissioning planning
- Provide full-lifecycle project leadership from initial planning and design through construction, installation, completion, support, and initial operational readiness
Requirements
What you’ll need- 6 years relevant progressive experience with a bachelor’s degree in a related field; 4 years with a master’s degree in a related field; or high school diploma/equivalent and 10 years relevant progressive experience
- Experience overseeing major construction projects
- Experience supporting federal construction agents (AFCEC, USACE, NAVFAC, etc.) and major DoD construction programs
- Knowledge of federal construction contract administration and DoD construction execution, cost, schedule, progress, modifications, and contractor performance
- Ability to evaluate contractor reporting, identify inconsistencies and emerging risks, and communicate findings to leadership
- Strong analytical, written, verbal, and executive briefing skills
- Active TS/SCI clearance
- U.S. citizenship
- Preferred: Bachelor’s degree in Construction Management, Engineering, Architecture, or related field, and 6+ years relevant experience, or equivalent experience
- Preferred: Experience overseeing major construction projects over $50M
- Preferred: Experience with complex building systems, supporting infrastructure, utilities, controls, and mission-critical facilities
- Preferred: Experience with industrial, utility-intensive, or technically complex facilities requiring commissioning, systems integration, and reliability assurance
- Preferred: Experience supporting secure or classified DoD facilities
- Preferred: Experience evaluating contract modifications, REAs, schedule impacts, and contractor payment requests
- Preferred: Experience with Primavera P6 and formal cost/schedule controls
- Preferred: Professional certifications (PE, CCM, PMP, CCP, PSP)
- May be required to visit a job site in an industrial or shipboard environment
