About the role

Key responsibilities & impact
  • Lead Moffatt & Nichol's Guam Post-Construction-Award Services team
  • Direct coordination and communication among field engineers, project managers, design engineers, subconsultants, clients, government representatives, and construction contractors
  • Assist in developing, implementing, and monitoring multiple large construction projects from an on-site Guam location
  • Oversee construction submittals, shop drawing reviews, requests for information, change orders, and related administrative tasks
  • Review and interpret construction drawings, specifications, and contract documents
  • Provide technical support and practical solutions for field conditions
  • Document and report construction progress, contract conformance, field conditions, and site observations
  • Assist with agreements involving scope, schedule, fees, and terms and conditions; review and authorize subconsultant agreements
  • Schedule and lead critical project meetings
  • Provide direction to and monitor the PCAS team while ensuring standards, quality assurance, quality control, and project policies are followed
  • Assign work and monitor performance of PCAS field engineers and other field team members
  • Track resource needs, forecast workload, and address staffing gaps or excessive workloads
  • Lead on-site hiring, supervision, personnel management, training, mentoring, and career development
  • Maintain accurate records of field and personnel activities
  • Monitor construction projects for quality, efficiency, and adherence to program, budgetary, and legal requirements

Requirements

What you’ll need
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field; required
  • 15+ years of experience with marine ports, U.S. Navy, Department of War, and/or marine structural or heavy civil projects; required
  • Professional licensure (PE, CCM, PMP, or equivalent); preferred
  • Industry-recognized authority in construction management practice, standards, and technical oversight
  • Expertise in organizational strategy, service delivery models, and executive client management
  • Excellent verbal, written, and presentation communication skills
  • Possess DBIDS card or eligibility to successfully pass a background check to secure a Department of Defense DBIDS card and other client-required badges
  • Reliable vehicle and valid driver's license in good standing
  • Strong leadership, team building, engagement, interpersonal, and negotiation skills
  • Intermediate knowledge of accounting principles, including budgeting and forecasting
  • Experience with Windows 365 productivity applications, including Word, Excel, and PowerPoint
  • Ability to manage multiple tasks under pressure and prioritize responsibilities
  • Strong organizational skills
  • Experience with business and strategic planning processes
  • Ability to collaborate with contractors, clients, and team members to solve difficult field situations
  • Proven track record of developing existing and new client relationships
  • May be required to consent to and pass a post-offer/pre-employment drug screening
  • Must show proof of U.S. citizenship and clear results of a thorough background check, potentially including credit and criminal history
  • Must successfully complete and pass a pre-employment background check in compliance with NIST 800-171
  • Legal ability to obtain employment in the U.S. and present required documentation at hire
  • Ability to work in office and field environments, including exposure to sun, heat, humidity, wind, and rain
  • Ability to work extended days, evenings, and weekends as needed
  • Ability to traverse unpaved or natural terrain while carrying equipment and potentially climb
  • Ability to use standard office equipment
