About the role
Key responsibilities & impact- Oversee clinical supervision for Preschool For All interns
- Lead early childhood mental health consultation initiatives, contractor oversight, and clinical supervision
- Manage projects from inception through completion, including planning, procurement, execution, and resource management
- Develop project plans, milestones, deliverables, schedules, and clinical workflows for student intern placements
- Provide day-to-day supervision, mentorship, clinical consultation, reflective supervision, and performance management
- Conduct on-site field observations at Preschool For All sites and provide coaching, clinical guidance, and goal setting
- Evaluate program operations and recommend structural improvements and policy modifications
- Design and revise work processes, service delivery strategies, and training frameworks grounded in evidence-based practices
- Identify project and placement risks and implement contingency plans
- Analyze regulations and prepare operational reports and data-driven analyses
- Represent the division on committees, interagency task forces, and community outreach initiatives
- Manage sensitive inquiries, investigate complaints, and resolve operational challenges
- Oversee early childhood mental health service contracts and partner performance meetings
- Track, analyze, and forecast project budgets and operating expenses
- Monitor cross-functional service delivery and audit service agreements for fidelity and quality improvement
- Evaluate implementation against early childhood mental health and PBIS frameworks
- Synthesize KPIs to optimize contracts, operational efficiency, and programs
- Facilitate strategic planning with the PEL Inclusion Team and external stakeholders
- Refine referral tracking systems and care-coordination workflows
Requirements
What you’ll need- Master’s degree in behavioral health or related field
- Three (3) years of experience providing infant/early childhood mental health services
- Two (2) years of licensed clinical experience
- Clinical licensure, e.g., LCSW, LPC, or LMFT
- Advanced knowledge of early childhood education and preschool quality for children ages 0–5
- Advanced knowledge of Early Intervention/Early Childhood Special Education services and systems for children ages 0–5
- Knowledge of infant and early childhood mental health best practices and evidence-based models of care
- Skills in clinical supervision, recruiting, hiring, team development, and conflict management
- Strong computer/technical skills, including Google applications
- Experience with program data collection and analysis using electronic databases
- Ability to represent Multnomah County’s Preschool and Early Learning Division and Preschool For All
- Ability to provide responsive, trauma-informed care
- Preferred: Two years of supervisory experience in mental/behavioral health or early childhood settings
- Preferred: Three years providing IECMH consultation services
- Preferred: Experience with electronic health records
- Preferred: Experience with grant funding and reporting
- Preferred: Infant/Toddler Mental Health Certificate and/or Infant Mental Health Endorsement
