About the role
Key responsibilities & impact- Champion racial justice and equity within early childhood programs and systems at Multnomah County and in the community
- Provide support and oversight to the Budgets & Contracts and Application & Enrollment teams
- Develop, implement, and improve operational systems for budgets, contracts, and the preschool application process
- Support development of the Division budget
- Support and oversee launch of major operational IT solutions
- Provide leadership to ensure families have a positive application experience
- Collaborate with the Leadership Team to align efforts and respond to evolving issues
- Build and maintain systems, policies, and procedures supporting racial justice and equity
- Lead strategic planning, set operational goals, and monitor compliance for Preschool for All
- Develop solutions prioritizing Black, Brown, Indigenous, and other families of color
- Develop policies, procedures, business practices, and change-management systems informed by community and provider feedback
- Coordinate partnerships and projects with the State to align programs and funding
- Directly supervise the Budget & Contracting Supervisor and Application & Enrollment Supervisor
- Manage schedules, assignments, performance evaluations, coaching, discipline, recruitment, hiring, and onboarding
- Promote a culturally responsive, trauma-informed workplace culture
- Advise on complex concerns, prioritize work, and provide professional development opportunities
- Oversee Division budget development, forecasting, resource allocation, grants, partner funding, and contract management
- Author Program Offers during annual budget cycles and monitor expenditures for County, State, and Federal compliance
Requirements
What you’ll need- Bachelor’s degree in a relevant field of study, or equivalent education and/or practical experience
- Five (5) + years of increasingly responsible program management experience including supervision and budget management
- Must pass a criminal background check
- Advanced knowledge of equity, inclusion, implicit bias, institutional racism, and systemic oppression
- Experience building or changing processes, policies, and/or procedures using knowledge of institutional racism and systemic oppression
- Knowledge of cultures, customs, and social experiences of marginalized communities, especially Black and Indigenous child care providers and families and families and providers of color
- Experience leading public sector budgeting and contract processes and management
- Experience with technology system management
- Knowledge of trauma-informed practices that actively resist retraumatization
- Experience using a participatory management style
- Experience supervising and leading diverse teams
- Experience planning and leading complex projects, programs, and/or initiatives
- Comfort with change
