About the role

Key responsibilities & impact
  • Direct and collaborate with a diverse team responsible for operational employee training
  • Develop, implement, and maintain training for initial, unit-specific, on-the-job, annual recurrent, and end-user learning
  • Maintain the integrity of design intent throughout the system
  • Develop and maintain common procedures, processes, and guidelines for training curriculum development and implementation
  • Manage Learning Quality Specialists, Instructional Designers, and subject-matter experts
  • Develop localization for courseware and simulation materials, including initial, unit-specific, continuous, and technical learning
  • Develop courses and publish curriculum and courseware materials according to policies, procedures, and guidelines
  • Provide feedback on Operational Training Policy to support ATS curriculum development, regulatory compliance, and legal accountabilities
  • Build and support teams
  • Manage resources and develop budget plans and projections for courseware development
  • Prioritize and motivate staff to meet individual and divisional objectives
  • Collaborate and persuade stakeholders, including unions and management employees, to support effective training
  • Occasional travel required

Requirements

What you’ll need
  • Bachelor’s degree and related experience (including operational training experience) in Education or related field, or specific knowledge in adult education, evaluation, training system design, curriculum development, measurement, and testing
  • Experience in the design and development of curriculum and training programs, measurement and evaluation methodologies, and project management
  • Experience leading and facilitating groups and teams with diverse backgrounds
  • Experience in project management and budgetary and financial management
  • Knowledge of curriculum development, training evaluation processes, and performance metrics techniques
  • Knowledge of NAV CANADA’s goals, culture, values, code of ethics, strategic plans, operational performance, and safety and ATS Learning policies/procedures
  • Knowledge of budgetary management and human resource management
  • Broad knowledge of multiple disciplines within Air Traffic Services and operational culture as it relates to training
  • General knowledge of company software tools, including MS Office, and equipment used in the operational environment
  • Project management skills for large-scale corporate training initiatives
  • Facilitation, change management, leadership, motivation, coaching, negotiation, conflict management, research, analytical, communication, virtual management, and customer service skills
  • Must be legally able to work in Canada and meet the position’s security requirement
  • Bilingual preferred; qualified unilingual candidates may be considered
