About the role

Key responsibilities & impact

Lead daily program operations across all Nightwing and subcontractor teams
Execute program transition as an integrated team, including onboarding, governance cadence, reporting structures, and leadership integration
Own the Integrated Master Schedule and resource plan across all teams and companies
Track dependencies, staffing, labor burn, and variances for the Program Manager and Finance
Manage Agile delivery cadence through Release Engineers in coordination with the Technical Director
Direct day-to-day subcontractor execution, including staffing actions, key personnel changes, onboarding, performance issues, and corrective actions
Coordinate with Subcontracts on T&M labor validation and CPAF subcontract evaluation inputs
Lead staffing operations, including requisitions, recruiting pipelines, interviews, onboarding, training, and retention
Coordinate clearance processing, visit requests, and access for 150+ personnel
Manage facility operations, including seating, network connectivity, equipment, and property accountability
Serve as daily and weekly operational interface with Government leads
Run weekly PMO syncs, internal Program Management Reviews, action tracking, and risk and issue management
Maintain operational metrics and award fee evidence
Track CDRL and non-CDRL deliverables and coordinate on-time delivery
Act for the Program Manager in their absence

Requirements

What you’ll need

Bachelor's degree in Engineering, Computer Science, Information Systems, or a related STEM field
12+ years of experience on systems or software engineering programs
5+ years as a Deputy Program Manager, Program Manager, or Control Account Manager
Experience leading day-to-day operations for programs of 100+ personnel
Experience owning an Integrated Master Schedule and program-level resource planning
Experience executing in multi-contractor or prime/subcontractor environments, including direct management of subcontracted personnel
Experience supporting full-lifecycle Agile software delivery (SE, Dev, I&T, Deployment, O&M)
PMP certification
Active TS/SCI with Polygraph at start
U.S. citizenship required
Preferred: Experience with CPAF contracts and award fee evidence collection
Preferred: Experience transitioning programs or standing up new contracts or task orders
Preferred: Experience managing contractor facilities with multiple network connections
Preferred: Experience with deployment, sustainment, or 24x7 operational support
Preferred: Record of improving staffing levels and staffing new work at start
