About the role
Key responsibilities & impact- Own and grow the pipeline for CBP, USCIS, CISA, and I&A from early opportunity identification through award
- Lead capture planning and execution on opportunities of $25M and above
- Conduct competitive analysis, teaming strategy, solution shaping, and win theme development
- Drive gate reviews and bid/no-bid decisions using Shipley BDLC
- Develop and maintain customer relationships across DHS program offices
- Identify and pursue task order competitions on existing contract vehicles
- Track recompetes and follow-on work across target accounts
- Leverage GWAC and IDIQ contract vehicles to pursue on-contract task orders
- Respond strategically to DHS RFPs and task order solicitations with the proposal team
- Identify new vehicle opportunities and make pursuit recommendations
- Support proposals through RFP release and submission, including executive summaries, win themes, and discriminators
- Collaborate with proposal management on color reviews, compliance, and final production
- Provide competitive intelligence, price-to-win guidance, and teaming rationale
- Partner with senior leadership and technical practice leads to shape pursuit strategy and solution narratives
- Represent Niyam at industry days, conferences, and agency outreach events
- Track pipeline metrics and report opportunity status, BD investments, and win/loss trends to executive leadership
Requirements
What you’ll need- US Citizenship
- Bachelor's degree in Business Administration, Marketing, Management, Information Technology, or a related field; equivalent relevant professional experience may be considered in lieu of a degree
- 5+ years of federal BD and capture experience
- Demonstrated record of contributing to or leading wins on competitive federal awards of $25M or more
- Deep experience executing the full Shipley capture process, including opportunity identification, competitive assessment, teaming, solution development, and gate reviews
- Proven success responding to DHS solicitations, ideally within CBP, USCIS, CISA, or I&A
- DHS component relationships and market knowledge in border security, immigration, cybersecurity, or intelligence missions
- Ability to obtain and maintain a DHS Public Trust determination (required)
- Active Secret or higher clearance preferred
- Ability to own and drive capture independently while coordinating across BD, technical, and proposal teams
- Strong written and verbal communication skills, with ability to translate technical solutions into compelling win narratives
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, SharePoint) and pipeline or CRM tools
- Experience capturing and winning small business set-aside deals preferred
- Familiarity with Niyam's contract vehicle portfolio preferred
- Shipley training or formal certification preferred
- Experience using AI-assisted BD tools such as Govdash, Awarded AI, GovEagle, or similar platforms preferred
- Background in IT services, cloud, cybersecurity, AI, or data domains preferred
- Experience with GovWin IQ, Salesforce, or similar opportunity tracking and pipeline management platforms preferred
