About the role
Key responsibilities & impact- Lead the capital, customer, and US Government property functions for the Defense Systems Sector
- Provide strategic leadership and management for all government property efforts across the Sector
- Report to the Sector Director of Property / Asset Management
- Lead a geographically dispersed matrixed team of property professionals
- Serve as the primary integrator between sector leadership and business-unit execution
- Translate strategic priorities and policies into consistent, measurable actions across business units
- Consolidate operational risks, resource needs, and performance results for sector leadership
- Establish accountability for regulatory compliance, business system performance, audit readiness, and cross-business-unit execution
- Set and implement the strategic direction for the company, customer, and Government Property organization
- Establish and implement property procedures compliant with Northrop Grumman and government/customer requirements
- Drive common practices, harmonize processes, and train teams on fundamental process requirements
- Identify and correct process gaps across the Sector
- Reduce fragmented processes as Weapons Systems transitions from Cost Point to SAP S/4
- Oversee Property Management organization PCABs and quarterly reporting
- Maintain compliant Government Property operations according to company and sector policies, legal, regulatory, and contractual requirements
- Interface with customers, auditors, senior management, and internal stakeholders
- Identify and implement tools to track and report government/customer property
- Develop property reporting information and metrics
- Ensure compliance with FAR/DFARS and associated Federal Contracting regulations
- Ensure Northrop Grumman property systems comply with FAR/DFARS requirements
- Develop and implement self-assessments, physical inventories, and subcontractor controls
- Continuously improve property processes, procedures, and systems
- Execute property initiatives supporting business financial objectives
Requirements
What you’ll need- Bachelor’s degree with at least 8 plus years of experience in property management matters related to Government Property, including an in-depth understanding of Government property management policies, regulations and compliance requirements, or Master's degree with at least 6 plus years of experience in property management matters related to Government Property, including an in-depth understanding of Government property management policies, regulations and compliance requirements
- Knowledge of the SOX reporting requirements
- 5 years of experience in leading and managing Government Property teams
- Experience supporting and/or performing compliance audits, including Property Management System Audits (PMSAs)
- Experience developing and implementing Government property processes and procedures in accordance with FAR/DFARS requirements
- 50% travel time is required
- Ability to obtain and maintain a US Secret security clearance
- Basic knowledge of Arms, Ammunition and Explosives (AA&E) Certification (CMMC), and ITAR
- Knowledge in Hazardous Material Management Certification
- National Property Management Association or equivalent certifications preferred
- Experience operating across multiple property systems
- Proven ability to make sound decisions in a timely manner
- Strong written and verbal communication skills
- Strong leadership experience with ability to train and motivate team members
- Experience mentoring and developing junior contracts professionals
- U.S. Citizenship is required for positions with a government clearance and certain other restricted positions
