About the role
Key responsibilities & impact- Manage a team of approximately 10 Subcontract Administrators
- Ensure subcontracts are placed in accordance with program cost and schedule objectives
- Negotiate subcontractor pricing, schedules, milestone payments, terms, and conditions
- Identify cost-reduction, efficiency-improvement, and risk-management strategies
- Support subcontractor performance management and Supplier Management Teams
- Evaluate supply-base performance in the SAMS tool and resolve supplier performance issues
- Support supplier Return to Green Plans
- Ensure compliance with NGC policies and procedures, FAR, and customer contractual flow-downs
- Support NGC proposals and quick-turn subcontractor quotations
- Support Subcontracts Specialists across requests for proposal, contracting strategy, negotiation, administration, and closeout
- Act as subject matter expert and focal point for subcontract negotiation, contract-term interpretation, data-rights implementation, and requirements
- Advise management on contractual rights and obligations
- Research and analyze complex supplier risks
- Coordinate cross-functional mitigation plans with Supplier Management Teams and leadership
- Coordinate new or revised contract terms with the Contracts team and communicate impacts to Subcontracts Specialists
- Create and present training and mentorship to close knowledge gaps across Subcontract Specialist levels
Requirements
What you’ll need- Bachelor’s Degree and a minimum of 8 years of experience in Subcontracts or Contracts, or Master’s Degree and a minimum of 6 years of experience in Subcontracts or Contracts
- Will consider an additional 4+ years of experience in lieu of degree
- Minimum 2 years’ experience leading a team or as an IPT Lead
- Knowledge of FAR, DFARS, and corporate flow downs, data rights negotiations, and commercial item determination
- Must have the ability to obtain and maintain a U.S. Government Secret security clearance
- Experience managing a contract valued at $25M or greater preferred
- Experience managing a team of direct reports preferred
- Experience in Contracts or Subcontracts in the Aerospace and Defense industry preferred
- Experience with high dollar firm fixed price and cost-plus development Subcontracts and teaming agreements preferred
- Experience conducting presentations and collaborating with Senior Leadership, Cost Account Manager (CAM), Integrated Product Team Lead, or Supplier Management Team Lead preferred
- Working knowledge of Earned Value Management System (EVMS) preferred
- Experience with SAP or related purchasing software, Excel, and PowerPoint preferred
- Proven record of negotiating subcontracts valued greater than $50M preferred
- TS or SCI clearance preferred
- U.S. Citizenship is required for positions with a government clearance and certain other restricted positions
