About the role

Key responsibilities & impact
  • Provide subcontracting process and compliance requirements guidance and subject matter expertise to junior Subcontract Specialists, Supplier Management Teams, and Integrated Product Team Leads
  • Coordinate content for and often lead Division Subcontracts Community of Excellence meetings and “open hours”
  • Train junior personnel in NG’s Principles and Operating Procedures (PrOP)
  • Serve as the Division GSC focal point for internal and external audits, including coordinating responses to information requests with Sector audit personnel
  • Work toward long-range goals and objectives with self-initiated assignments and minimal management oversight
  • Provide subject matter expertise in the Commercial Identification Determinations (CID) process and support complicated CID packages
  • Provide expertise in supplier and subcontract management
  • Provide surge support for proposals and subcontract execution through definitization
  • Prepare bid packages, conduct bidder conferences, and analyze and evaluate proposals
  • Negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts
  • Develop subcontract specifications, work statements, and terms and conditions for specialized materials, equipment, and services
  • Identify strategies and opportunities to reduce costs, improve efficiency, and manage risk through strategic and targeted negotiations

Requirements

What you’ll need
  • Bachelor's degree in Business Administration, Supply Chain, or related field and 8+ years of relevant experience, or Master's degree and 6+ years of related experience for Level 4
  • Bachelor's degree in Business Administration, Supply Chain, or related field and 12+ years of relevant experience, or Master's degree and 10+ years of related experience for Level 5
  • An additional 4+ years of experience may be considered in lieu of degree
  • Experience with Subcontracts, Procurement, Contracts or other related field
  • Proficiency with Microsoft Office including Word, PowerPoint, and Excel
  • Ability to obtain and maintain a U.S. Government Secret security clearance
  • U.S. citizenship required as a prerequisite for the security clearance
  • Preferred: Experience with competitive and/or non-competitive US-government procurements/subcontracts
  • Preferred: Experience with SAP, Costpoint or related business application software
  • Preferred: Experience with subcontract negotiations
  • Preferred: Experience with compliance and audits
  • Preferred: Experience managing international subcontracts
  • Preferred: Experience working Terms and Conditions exceptions
