About the role

Key responsibilities & impact
  • Compile DOT pressure test records and save them into records repositories
  • Manage pressure test repositories
  • Maintain the team SharePoint page and associated data-input workflows
  • Provide subject matter expertise and oversight for compliance with 49 CFR Parts 191, 192, and 195
  • Update and develop training materials and train operations team members on compliance oversight, regulatory requirements, and recordkeeping
  • Verify employee and contractor training completion
  • Interpret regulations for operations, maintenance, and emergency response processes and procedures
  • Develop and implement processes and procedures ensuring regulatory consistency and compliance
  • Analyze regulatory activities and documentation and recommend approved improvements
  • Maintain compliance documents and databases and coordinate document collection from departments
  • Lead external compliance inspections by state and federal regulators
  • Evaluate operational conformance with internal compliance procedures and document assessments, feedback, and audit findings
  • Participate in state and federal audits, analyze findings, prepare responses, and implement required procedural changes
  • Document proposed actions, completion, and closure and upload supporting documentation to records repositories
  • Serve as subject matter expert in PHMSA accident and incident review and investigation
  • Coordinate with departments, contractors, and auditors to meet pressure-testing requirements including MAOP and MOP requirements
  • Participate in industry and national regulatory compliance groups and related activities
  • Lead regulatory compliance reporting and ensure accuracy and timeliness
  • Monitor, maintain, and improve the internal DOT compliance website
  • Advise operations personnel on regulatory compliance events during and outside normal business hours
  • Travel in and around plants, offices, facilities, job sites, and other locations, with up to 40% travel required

Requirements

What you’ll need
  • Bachelor’s degree, engineering preferred, or a combination of ten or more years formal education and job-related experience
  • Experience and thorough knowledge of industry standards and governmental regulations related to natural gas liquids, gas gathering and processing, and gas transmission and storage
  • Experience, knowledge and/or training related to pipeline operational standards
  • Experience leading regulatory inspections
  • Experience using Microsoft Excel, PowerPoint, Word, and applicable office tools and software
  • Experience working with teams from various workgroups and managing internal and external relationships
  • Experience reading and interpreting governmental regulations for state and federal regulated intrastate and interstate pipelines
  • Experience identifying, researching, evaluating, and prioritizing problems and developing recommendations or coordinating responses
  • Experience developing information, conducting meetings, and presenting written and verbal information to groups and individuals
  • Knowledge of pipeline gas and liquids transmission operations and CFR 49 Parts 192 and 195 pipeline safety requirements
  • Ability to research and prepare economic studies and responses to proposed regulatory changes
  • Ability to apply math skills, analytical processes, and statistical methods
  • Strong analytical skills
  • Ability to communicate effectively with subordinates, peers, and management
  • Ability to establish relationships across departments to facilitate compliance processes
  • Ability to travel up to 40%
  • Ability to work independently and as part of a team with a strong sense of urgency
  • No licenses or certifications required
  • Applicable driver's license may be required if assigned a company vehicle
