About the role

Key responsibilities & impact
  • Plan, organize, strategize, and execute proactive and reactive proposal development for Federal opportunities
  • Support sales and presales organizations and lead winning proposal engagements with Sales and cross-functional teams
  • Own and manage the proposal process from initial awareness through completed response, BAFO, presentations, and follow-up
  • Analyze and deconstruct RFx documents and develop compliance and responsibility matrices
  • Ensure proposal processes and responses comply with Federal regulations, including FCI, CUI, and privacy requirements
  • Monitor and report proposal metrics, including contractual SLAs
  • Author proposal responses and collaborate with teams on required content
  • Develop pursuit strategy and win themes
  • Assemble, lead, and motivate pursuit teams through strategy sessions, kickoffs, reviews, and transition meetings
  • Serve as point of contact for procurement queries
  • Serve as primary company point of contact for the SEWP VI program and coordinate with NASA SEWP PMO
  • Manage SEWP VI contract performance, compliance, deliverables, milestones, documentation, reporting, financial obligations, and program operations
  • Support identification, qualification, and pursuit of SEWP VI task-order opportunities from identification through award and performance
  • Review solicitations and task-order requirements for scope, compliance, eligibility, and risk
  • Coordinate compliant quotes, proposals, task-order responses, and internal reviews
  • Maintain SEWP VI pipeline, dashboards, management reports, metrics, and executive status reports
  • Coordinate SEWP VI activities across Contracts, Finance, Sales, Program Management, IT, Security, and Operations
  • Monitor subcontractor and teaming-partner compliance and contractual obligations
  • Identify risks, escalate issues, and coordinate corrective actions
  • Establish SEWP VI procedures, controls, and standard operating procedures
  • Support customer meetings, training, conferences, orientations, industry events, and program activities
  • Build relationships with Federal customers, Contracting Officers, NASA SEWP PMO personnel, prime contractors, subcontractors, and teaming partners
  • Coordinate customer communications and represent Optiv + ClearShark at SEWP VI events

Requirements

What you’ll need
  • 5+ years of experience in Federal contracting, government contracting, program management, contracts administration, business development, or a related field
  • Demonstrated experience supporting a Federal Government contract vehicle such as a GWAC, IDIQ, GSA Schedule, BPAs, or agency-specific contract
  • Working knowledge of Federal acquisition processes and government contracting terminology
  • Strong understanding of contract compliance, task-order management, proposal support, and contract administration
  • Ability to work independently to drive completion of complex responses under very tight timeframes and security restrictions
  • High fluency in MS Word, MS Excel, PowerPoint, and Outlook; medium skill level in other MS Office suite applications
  • Exceptional ability to edit for content, grammar, spelling, and punctuation specific to US Public Sector usage
  • Ability to manage multiple priorities, deadlines, stakeholders, and cross-functional teams
  • Strong written, verbal, analytical, and organizational skills
  • Ability to work independently and communicate effectively with executive leadership and government customers
  • U.S. citizenship required by Optiv + ClearShark and contract requirements
  • Ability to manage time and meet deadlines
  • Ability to work remotely and independently
