About the role

Key responsibilities & impact
  • Provide consultative, advanced operations and policy analysis for the Community Restoration Evaluation Unit (CREU)
  • Support statutory and court-ordered requirements for community restoration competency evaluations
  • Advise on operational systems, policy alignment, and long-range priorities affecting timeliness, consistency, and evaluation-related outcomes
  • Develop long-range plans, goals, objectives, implementation milestones, and policy recommendations
  • Evaluate program effectiveness
  • Advise leadership on statutory, legislative, operational, and cross-system issues
  • Support consistent, compliant, and sustainable statewide delivery of community restoration evaluation services
  • Collaborate with courts, CMHPs, CCOs, Tribal governments, community providers, and justice system partners
  • Manage complex contracts, ensure vendor compliance, and align resources with program goals and statutory mandates

Requirements

What you’ll need
  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work
  • OR any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification
  • Demonstrated commitment to equity, cultural responsiveness, and community-based service approaches
  • Knowledge and understanding of Oregon statutes and administrative rules related to forensic behavioral health, public contracting, clinical supervision, and evaluator certification
  • Ability to communicate complex legal, clinical, and policy information clearly and persuasively
  • Experience translating policies into clear expectations and supporting staff through transitions and change
  • Skilled in producing high-quality written reports, policy documents, and legislative briefings
  • Ability to design and implement system improvements, evaluate service models, and apply creative approaches to operational and policy challenges
  • Skilled in using data and feedback to inform decisions and modernize processes
  • Experience making sound decisions that uphold legal requirements, protect public resources, and maintain program integrity
  • Knowledge of Oregon public contracting laws, procurement rules, and contract administration practices
  • Experience managing complex contracts, ensuring vendor compliance, and aligning resources with program goals and statutory mandates
  • Knowledge of state budgeting practices, resource prioritization, and financial accountability

  • Employment contingent upon a criminal records check and a driving records check meeting OHA criteria
