About the role

Key responsibilities & impact
  • Lead development, interpretation, and implementation of Medicaid behavioral health policy for children and youth
  • Conduct complex policy analysis and direct program operations
  • Advise senior leadership on strategic direction
  • Provide specialized policy leadership for PRTFs, residential and subacute programs, Oregon State Hospital transitions, prior authorization, and certificate of need processes
  • Evaluate Medicaid data and identify operational risks
  • Monitor system outcomes and determine improvement strategies promoting access, accountability, and service integrity
  • Serve as a technical advisor on Medicaid policy, billing, system adjustments, authorization processes, provider enrollment, and regulatory expectations
  • Write administrative rules, direct coverage policy, issue guidance, lead rate setting, and provide subject matter expertise and FFS program leadership within OHP
  • Consider the perspectives of diverse and historically marginalized communities in policy and program work

Requirements

What you’ll need
  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating capacity for the knowledge and skills, and four years of professional-level evaluative, analytical, and planning work
  • OR any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification
  • Resume clearly outlining relevant education and work experience
  • Complete and accurate responses to all supplemental questions
  • Employment contingent upon a criminal records check and a driving records check meeting OHA criteria
  • Must be authorized to work in the United States; position does not provide visa sponsorship
  • Complete I-9 documentation within three days of hire
  • Experience developing and implementing health-equity policies and programs
  • Knowledge and experience with health services delivery systems, particularly Oregon Health Plan/Medicaid administration
  • Experience with legislative and regulatory processes and analyzing, applying, and advising on federal and state Medicaid laws and regulations
  • Knowledge of Oregon Administrative Rules and Oregon Revised Statutes valued
  • Ability to foster inter- and cross-agency collaboration and coordinate community-centered policies and improvement strategies
  • Experience evaluating and synthesizing quantitative and qualitative data
  • Strong oral and written communication skills across varied forums and audiences
  • Demonstrated project management experience managing multiple timelines and priorities
  • Ability to promote human-centered change management
