About the role

Key responsibilities & impact
  • Assist Department managers in developing, analyzing, and implementing SNAP E&T programs and services
  • Administer, coordinate, and develop E&T service components serving families living in poverty
  • Develop program plans, policies, procedures, and policy-related materials
  • Ensure programs meet federal and state requirements, legislative intent, budget limits, and department values and principles
  • Monitor performance, evaluate findings, and prepare comprehensive reports and recommendations for Executive Staff
  • Perform project management and legislative analyses
  • Provide coaching and training resources to local office staff
  • Collaborate with other agencies and provide technical assistance and recommendations to partner agencies
  • Collaborate with program partner agencies and ODHS staff to answer questions and collect policy and program needs
  • Review partner organization reports, data, and budgets and provide technical assistance regarding department program responsibilities
  • Travel occasionally within Oregon to connect with partners and ODHS district leadership
  • Maintain regular contact with ODHS staff, partners, providers, interest holders, and customers in person and by telephone

Requirements

What you’ll need
  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills, and four years of professional-level evaluative, analytical, and planning work
  • OR any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification
  • Ability to analyze data, reports, case reviews, audit findings, and other information to identify patterns, issues, risks, and opportunities
  • Ability to understand and evaluate how policies, processes, systems, and partnerships affect program operations and the experience of people served
  • Experience using analytical tools, reports, spreadsheets, databases, tracking systems, or other technology to support analysis, program oversight, decision-making, or implementation
  • Ability to work effectively with people and organizations with different perspectives, priorities, and areas of expertise
  • Ability to identify opportunities for improvement and develop, implement, and evaluate solutions
  • Ability to move work from analysis and planning through implementation
  • Cover letter required, addressing the essential attributes
  • Detailed work and education history required in application materials
  • Valid driver's license and acceptable driving record required, or alternate transportation method
  • Must pass criminal history and background check
  • Must be authorized to work in the United States; ODHS does not offer visa sponsorship
  • Typical schedule of 8 a.m.–5 p.m., Monday–Friday, with schedule fluctuations based on service needs
