Key responsibilities & impact
  • Independently lead full-cycle recruitments, including developing job announcements, posting advertisements, reviewing applications, and participating on interview panels
  • Deliver excellent customer service to candidates
  • Represent the agency at career fairs and networking events
  • Engage with community partners and professional networks to identify recruitment opportunities and broaden talent sourcing
  • Conduct position classification analyses by reviewing duties, responsibilities, and distinguishing features
  • Perform equal pay analyses to evaluate compensation, identify disparities, and ensure compliance
  • Provide guidance to employees, managers, and HR analysts on FMLA/OFLA, workers’ compensation, ADA, classification and compensation, recruitment, training, and performance evaluations
  • Create a welcoming, approachable, and inclusive workplace environment
  • Maintain positive working relationships with employees at all levels
  • Support HR compliance, recruitment, employee relations, grievance resolution, return-to-work programs, performance management, training, and affirmative action initiatives

Requirements

What you’ll need
  • Bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority, and two years of Human Resource professional-level experience related to the position
  • OR valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years of Human Resource professional-level experience related to the position
  • OR five years of Human Resource experience related to the position, including three years at the professional level
  • A master’s degree in a listed course of study may substitute for one year of professional-level experience
  • State Certified Human Resources Professional (SCHRP) certification substitutes for six months of human resource professional-level experience
  • Valid SHRM Certified Professional certification substitutes for one year of human resource professional-level experience
  • Valid PSHRA-CP certification substitutes for one year of professional human resources experience
  • Current resume required
  • Ability to conduct full-cycle recruitments
  • Experience with recruitment, classification, compensation, equal pay, FMLA/OFLA, workers’ compensation, ADA, training, performance evaluations, and Workday
  • Experience representing an agency at career fairs, mock interviews, Say Hey events, and community engagement activities
  • Experience developing position descriptions, conducting desk audits, and performing classification reviews and analyses
  • Excellent written and oral communication skills
  • Ability to handle difficult and sensitive conversations
  • Ability to work independently, self-motivate, coordinate daily work, streamline processes, and develop procedures
  • Ability to work as part of a cross-functional team and build trust with people from diverse backgrounds
  • Exceptional ability to maintain confidentiality
  • Must be authorized to work in the United States; Business Oregon does not offer visa sponsorship
  • Successful criminal background check required
  • Job rotation applicants must be current State of Oregon employees in a permanent or limited duration position, with supervisor approval
