About the role
Key responsibilities & impact- Manage day-to-day administration and implementation of assigned state and federal infrastructure funding programs
- Interpret and apply statutes, administrative rules, policies, regulations, and funding requirements
- Manage application and funding processes, including eligibility review, project readiness, awards, agreements, monitoring, reporting, and closeout
- Develop and maintain program procedures, guidance, forms, checklists, handbooks, tracking systems, and other program-delivery tools
- Evaluate program operations and identify opportunities to improve efficiency, compliance, accessibility, customer experience, and service delivery
- Analyze program, project, and financial data to monitor performance, identify trends and issues, and develop recommendations
- Provide technical assistance, guidance, and training to Regional Project Managers and internal partners
- Build and maintain collaborative relationships with internal teams, state and federal agencies, local and Tribal governments, utilities, community organizations, and infrastructure partners
Requirements
What you’ll need- Bachelor’s degree in business or public administration, Behavioral or Social Sciences, or a degree related to the agency program, and four years’ experience coordinating or administering a program
- OR any combination of experience or education equivalent to seven years of experience supporting the classification’s knowledge and skill requirements
- Underfill option: bachelor’s degree in the specified fields and two years’ experience coordinating or administering a program, or equivalent combination of experience or education totaling five years
- Experience administering complex programs
- Experience evaluating programs, projects, or processes
- Ability to interpret statutes, rules, policies, regulations, and funding requirements
- Experience researching and analyzing complex information
- Experience developing procedures, guidance, tools, and other implementation resources
- Experience administering grants, loans, contracts, or other funding agreements
- Experience monitoring project and financial activities and ensuring compliance
- Ability to communicate complex information clearly
- Ability to develop and maintain collaborative relationships with internal teams, government agencies, local and Tribal governments, utilities, community organizations, and other partners
- Must be authorized to work in the United States; Business Oregon does not offer visa sponsorship
- Successful completion of a criminal background check
