About the role

Key responsibilities & impact
  • Lead development, implementation, and oversight of Medicaid policies and programs supporting Home and Community-Based Services and care transitions across Oregon’s health system
  • Oversee programs including HCBS, Traditional Health Workers, hospice, home health, private duty nursing, administrative medical exams, PASRR, dual-eligible services, and pharmaceutical services
  • Ensure statewide compliance with federal and state requirements and alignment with the Medicaid State Plan
  • Manage a multidisciplinary team responsible for policy development, implementation, and operations
  • Prioritize and assign work, resolve escalated issues, shape budget strategies, allocate resources, and oversee procurements and contracts
  • Inform and influence long-range system direction
  • Strengthen partnerships across OHA divisions, ODHS, federal partners, providers, and community partners
  • Build collaborative relationships with diverse and traditionally marginalized communities

Requirements

What you’ll need
  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field
  • Knowledge and experience developing, implementing, and refining policies included in the Medicaid State Plan or other waiver authorities with CMS
  • Familiarity with varying funding streams for statewide and community investment and value-based payment mechanisms
  • Ability to provide organizational leadership and foster inter- and cross-agency collaboration
  • Experience managing teams and providing financial and budget oversight
  • Knowledge of health services delivery systems, particularly Oregon Health Plan and Medicaid administration in Oregon
  • Experience working with Coordinated Care Organizations, social safety net programs, health service providers, or community-based organizations
  • Knowledge of legislative and regulatory processes, federal and state laws and regulations, legislative concepts and bills
  • Experience leading policies and programs that advance health equity
  • Ability to navigate complex relationships through collaborative problem-solving and consensus-building
  • Experience facilitating meetings with internal teams, community members, providers, government officials, and legislators
  • Knowledge of contracts, interagency agreements, procurement, and grant administration
  • Experience evaluating and synthesizing quantitative and qualitative data
  • Employment contingent upon a criminal records check and driving records check meeting OHA criteria
  • Must be authorized to work in the United States; position does not provide visa sponsorship
