About the role

Key responsibilities & impact
  • Provide financial and budget advice to the Budget Planning and Analysis Unit of the Fiscal Operations Division and Chief Financial Officer's Office
  • Perform complex and large-scale analyses and forecasts
  • Provide guidance and mentorship to staff through the biennial budget build process
  • Work across divisions and other state agencies to align budgets and processes
  • Advise on state and federal budgeting and financial processes and systems
  • Support policy development for new programs and services
  • Support management, leadership, and staff through budget development and complex forecasting of cost impacts
  • Ensure programs are supported by sufficient revenues
  • Participate in policy strategy development and analyze financial impacts of proposed policies
  • Analyze large and complex datasets to create fiscal impacts and conduct research with state health providers
  • Lead and advise budget requests for policy development
  • Analyze budgets, programs, and proposals for impacts on OHA's health equity goal
  • Coordinate research for further policy consideration and inclusive services
  • Interact with legislative, executive, governmental, and nongovernmental offices, federal government, jurisdictions, and communities across Oregon
  • Provide technical expertise in budgets and programs, along with leadership, communication, problem-solving, critical-thinking, innovation, and decision-making support
  • Support OHA's goal to eliminate health inequities by 2030

Requirements

What you’ll need
  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills, and five years of professional-level evaluative, analytical, and planning work
  • OR any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification
  • Application must include a current resume and complete supplemental questions
  • Employment contingent upon a criminal records check meeting OHA criteria
  • Must complete I-9 documentation and confirm authorization to work in the United States within three days of hire
  • Must be authorized to work in the United States; position does not provide visa sponsorship
  • Unauthorized outside resources, including AI tools, are not permitted during assessments or interviews
  • Advanced budget/financial development and analysis knowledge
  • Knowledge of governmental or healthcare financial data, processes, and systems
  • Experience developing, monitoring, and adjusting multi-program budgets
  • Skills in forecasting, cost analysis, and evaluating financial data for strategic decision-making
  • Ability to lead complex, cross-functional projects
  • Experience coordinating multiple customers, staff levels, timelines, and deliverables
  • Experience coaching and instructing staff or project teams on budget or financial activities
  • Ability to identify policy, regulatory, system, or operational issues within financial analysis
  • Experience providing financial advice and recommendations
  • Skill proposing policy alternatives consistent with fiscal limitations, regulations, and rules
  • Experience presenting budget or financial data to leadership and external parties
  • Ability to synthesize complex financial data for formal presentations
  • Proficiency navigating sensitive subjects with tact and coordination
