About the role

Key responsibilities & impact
  • Serve as the primary fiscal analyst and division budget coordinator for the Commerce & Compliance Division
  • Manage preparation, implementation, and monitoring of the legislative and operational budgets
  • Ensure the division operates within fiscal constraints
  • Develop and maintain fiscal policies, standards, processes, and procedures
  • Coordinate budget policy option packages, reduction options, workload measures, and program narratives
  • Make recommendations for budget changes
  • Maintain the Motor Carrier Safety Assistance Program budget using agency workbooks and online federal tools
  • Prepare MCSAP quarterly and monthly financial reports and contracts
  • Ensure grant funds are expended according to contract provisions and performance documents are properly maintained
  • Advise branch managers on developing and justifying budget proposals
  • Prepare forecasts and interpret major components of the division budget
  • Manage and evaluate budgets and programs for issues affecting budget projections
  • Make budgetary recommendations based on studies and fiscal models
  • Support ODOT's mission to promote safe and reliable freight movement on Oregon's roads and railways

Requirements

What you’ll need
  • Six years of progressively responsible experience including preparation, analysis, and administration of a budget or fiscal system
  • Experience must include modeling and forecasting fiscal information
  • A bachelor's degree in business, public or non-profit management, finance, accounting, or a related degree may substitute for three years of required experience
  • A graduate-level degree in a related area may substitute for four of the six years
  • Experience modeling fiscal information and forecasting data
  • Experience presenting findings and recommendations to management or decision makers
  • Understanding of governmental budgeting and finance, including fiscal analysis of legislation or administrative rule
  • Ability to maintain cooperative relationships with a diverse group of work contacts

  • Must be able to work in the US; no visa sponsorship is offered
