About the role

Key responsibilities & impact
  • Support OHCS programs, staff, and executive leadership
  • Develop and implement local, state, and federal legislative strategies supporting the agency's mission, vision, priorities, and goals
  • Strategically plan, advise on, and orchestrate the agency legislative agenda and government-relations priorities
  • Monitor legislative committees
  • Engage with partners, local governments, industry advocates, the Oregon State Legislature, and the Office of the Governor
  • Participate in legislation development
  • Coordinate effectively across departments
  • Prepare agency leadership for legislative presentations and policy analysis
  • Monitor impacts of federal legislation and federal rules on OHCS programs
  • Advise the Assistant Director of Government Relations on communicating federal and state actions to local partners, the Congressional delegation, and federal advocacy partners
  • Coordinate agencywide legislative projects
  • Ensure legislative intent is met during implementation
  • Ensure legislators and partners are engaged effectively

Requirements

What you’ll need
  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years of professional-level evaluative, analytical, and planning work
  • OR any combination of experience and education equivalent to eight years of experience supporting the classification's knowledge and skills
  • Knowledge of public and legislative procedures, with a focus on housing and community service policies
  • Ability to analyze complex policies and effectively communicate analyses to stakeholders, including delivering reports for legislative purposes
  • Ability to cultivate relationships and work effectively and respectfully with politically, ideologically, culturally, and geographically diverse people and communities
  • Knowledge of social justice issues and understanding of how racism impacts housing outcomes
  • Expert oral and written communication for public participation and other government processes
  • Ability to disseminate complex information in plain language, including agency policies, statutes, and industry reports
  • Valid driver's license and acceptable driving record if choosing to drive a motor vehicle for official State business, or an alternate method of transportation
