About the role

Key responsibilities & impact
  • Review site certificate applications and site certificate amendment requests
  • Make recommendations on compliance with Oregon’s energy facility siting rules and regulations to the Energy Facility Siting Council
  • Conduct interdisciplinary analysis of environmental, regulatory, and technical aspects of proposed energy facilities
  • Participate in an open and inclusive public process to ensure compliance with Oregon’s siting standards
  • Work with developers, communities, agencies, and stakeholders on proposed energy facilities and climate-change challenges
  • Attend required in-person work at the central workplace in Salem on the first Tuesday of every month
  • Attend pre-scheduled in-person all-staff meetings
  • Work at the central workplace more frequently with advance notice as needed
  • Travel to meetings across Oregon

Requirements

What you’ll need
  • Bachelor’s degree in a scientific, engineering, planning, public policy or a closely related field, AND four years of professional-level work experience in science, engineering, environmental impact analysis, energy regulation, regulatory permitting, planning, or public policy analysis
  • OR seven years of work experience in the above fields, four of which must have been at the professional level
  • A Master’s degree in a relevant field substitutes for one year of professional-level work experience
  • A Doctorate or Juris Doctorate in a relevant field substitutes for two years of professional-level work experience
  • Experience managing or assisting in the review, evaluation, and analysis of technical documents, including application materials, environmental studies, and regulatory compliance reports
  • Proficiency preparing findings and conclusions meeting legal and regulatory standards
  • Experience coordinating with state and federal agencies, local governments, and tribal governments
  • Background analyzing or supporting development of policies, rules, and procedures
  • Ability to represent an organization at public meetings as a technical expert
  • Skill presenting complex technical data clearly to diverse audiences

  • Must be authorized to work in the United States without employer sponsorship, currently and in the future
