About the role
Key responsibilities & impact- Serve as a senior technical resource within the Energy Services Section
- Provide guidance, mentoring, and support to Compliance Specialist 2 staff
- Participate in monitoring and oversight of weatherization subgrantees across Oregon
- Work collaboratively with the Weatherization Unit to identify improvements in subgrantee program capacity and training
- Help ensure statewide program quality and consistency
- Ensure adherence to multiple funders’ program specifications, rules, and regulations
- Monitor subgrantee quality assurance and grant compliance
- Administer quality assurance policies and procedures
- Ensure consistent, accurate, and timely performance and reporting of performance standards
- Identify and provide external training and technical assistance for state- and federally funded weatherization programs
- Interpret applicable rules and regulations
- Provide weatherization partners with constructive feedback on program delivery and compliance
- Communicate daily with statewide subgrantees and regularly with national and state funders
Requirements
What you’ll need- Five years’ experience doing administrative research that includes compiling and evaluating facts to recommend management action or decide compliance or eligibility with program guidelines and regulations
- Three of the five years must be above the technical support level
- Environment Protection Agency Lead Renovator Certification, required at time of hire and renewed every 5 years
- Home Energy Professional Quality Control Inspector Certification, required at time of hire, with continuing education
- Home Energy Professional Energy Auditor Certification, required at time of hire, with continuing education
- Frequent travel on official State business
- Valid driver’s license and acceptable driving record if choosing to drive, or an alternate method of transportation
- Resume and cover letter required
- Cover letter must demonstrate how the applicant meets the Desired Attributes
- Finalists subject to a computerized criminal history check
- Must be authorized to work in the United States; OHCS does not offer visa sponsorship
- Experience managing and implementing technical aspects of a residential energy conservation program
- Experience developing, implementing, and evaluating comprehensive training programs
- Ability to develop program best practices, priorities, and strategies, including program modifications
- Ability to facilitate stakeholder discussions related to federal grants and the weatherization program
- Experience using Blower Door, Duct Blaster, Infrared Camera, Combustion Analyzer, Temperature Gauges, Manometers, and Flow Hoods
- Proficiency with REM Lite or equivalent energy analysis software
- Excellent time management and organizational skills
- Experience promoting diversity, equity, and inclusion principles and practices in the workplace
