About the role

Key responsibilities & impact
  • Assist the former MTIO and ETID COR within the Portfolio Resource Management Division in research, analysis, coordination, resource management, monitoring, and drafting procurement packages
  • Provide technical support for pre-award acquisition activities
  • Assist with developing, consolidating, and editing Performance Work Statements, Statements of Objectives, and market research reports
  • Support acquisition strategies and plans by drafting documents for Government oversight review
  • Conduct financial analysis supporting Independent Government Cost Estimates
  • Establish and maintain pre-award documentation files according to federal regulations and agency policies
  • Provide post-award contract administration support for in-scope contracts and task orders
  • Monitor contractor performance, deliverables, timelines, contractual compliance, and quality standards; report findings to government personnel
  • Liaise between the Government COR and Military Treatment Facility CIOs
  • Solicit and consolidate stakeholder feedback regarding vendor performance, change requests, and reports
  • Communicate vendor performance, risks, and compliance findings to the COR
  • Analyze awarded-contract finances, track expenditures, and review contractor invoices and financial reports
  • Assist Government oversight with comprehensive, audit-ready post-award contract files
  • Perform other assigned tasks

Requirements

What you’ll need
  • 5 years of experience with BS/BA; 3 years with MS/MA; 0 years with PhD
  • Working knowledge of federal acquisition processes, contract terms and conditions, and agency documentation requirements
  • Demonstrated ability to conduct market research and support acquisition planning
  • Proficiency with common office and document-management tools, particularly spreadsheets, word-processing, and collaboration platforms
  • Have or obtain favorable Tier 1 (i.e., Public Trust) investigation
  • Must possess proof of U.S. citizenship
  • Prior DHA, Military Health System, or DoD experience desired
