About the role

Key responsibilities & impact
  • Manage the procurement process for contractor- or Government-obtained acquisitions
  • Support the full acquisition lifecycle from pre-award planning through solicitation, award, administration, and close-out
  • Prepare source selection documents, evaluation criteria, justifications, approvals, synopses, and requests for proposals/quotes/bids
  • Develop detailed cost estimates supporting Independent Government Cost Estimates (IGCEs)
  • Assist government procurement agencies with acquisition strategies, work statements, evaluation plans, and vendor qualification
  • Coordinate financial forecasting, sole-source justifications, acquisition planning, vendor coordination, and market research
  • Collaborate with architecture and engineering teams to identify required assets and create technical refresh roadmaps
  • Create compliant procurement packages using procurement and Supply Chain Risk Management processes
  • Identify alternate product development opportunities using vendor, OEM, product development, and analyst resources
  • Provide specifications, statements of work, and justification documentation
  • Route and track procurement packages for Government approval
  • Review invoices and obtain signed receiving reports
  • Maintain contract files through close-out and prepare information for audits
  • Track orders, lead times, delivery dates, and costs
  • Draft and route Receiving Reports for requester and COR validation and signature

Requirements

What you’ll need
  • High School diploma/equivalent and 6 years of experience
  • U.S. citizenship
  • Active SECRET Government Security Clearance
  • Experience managing/leading acquisition and asset management staff in a complex, distributed enterprise IT environment
  • Experience with enterprise IT planning, inventory and asset management, and procurements supporting Federal Government clients
  • Experience supporting lifecycle asset management, audit response, and asset tracking for Federal Government clients
  • Preferred: Experience analyzing organizational IT procurements and reducing costs through innovative procurement vehicles
  • Preferred: Experience reducing service/support levels and maintenance/support agreements
  • Preferred: ITIL Foundation Level Certification (or higher)
  • Preferred: ServiceNow expertise, particularly with the CMDB module, including building and maintaining a CMDB
