About the role

Key responsibilities & impact

Provide technical leadership for system and software delivery within an Agile Development lifecycle, including production deployments and operations and maintenance
Work with customers to align project product backlogs and address customer priorities
Collaborate with the architecture team to convert customer or product requirements while accounting for technical, schedule, and cost constraints
Understand system and software requirements and ensure software compliance standards are addressed by agile teams
Directly supervise and manage agile team staff across multiple teams delivering modernized services
Identify, analyze, and resolve team deficiencies
Develop and recommend corrective actions and process improvements
Participate in customer planning sessions and project implementations
Maintain frequent inter-organizational and customer contact related to agile teamwork
Serve as line manager, conducting employee performance reviews, timesheet reviews and approvals, career guidance, travel expense approvals, and other administrative tasks
Ensure security considerations are identified and addressed
Maintain the software development vision in alignment with the Consular Systems Modernization program and ensure consistent implementation across assigned project teams and efforts

Requirements

What you’ll need

Bachelor's degree in Computer Science, Computer Information Systems, or related field
10 years of experience
Five years of technical Lead experience with software reporting projects
Hands-on experience using reporting and analytical tools
Experience across all phases of the software development lifecycle, including analysis, design, implementation, test, integration, and maintenance
Experience supporting a system implementation program using agile methodologies
Experience with application lifecycle tooling, including agile project management, version control, continuous integration, code scanning, automated testing, and issue tracking
Experience working across cloud and on-premises environments
Experience modernizing and migrating tools and solutions
Excellent verbal and written communication skills for preparing briefings, proposals, and similar documents
Active DoD Secret or higher clearance; interim clearance acceptable
Prior Department of State (DOS) experience preferred
Scrum Master Certification or experience preferred
Hands-on or management experience using Business Intelligence tools such as Power BI or Business Objects preferred
