About the role

Key responsibilities & impact
  • Lead cloud architecture design and delivery for the POC phase
  • Deploy and validate a parallel Facets environment on CMS AWS
  • Develop cloud architecture specifications supporting POC validation, including the 95% claims match-rate target and Tier 1 integration demonstrations
  • Design, implement, and optimize cloud infrastructure using AWS best practices and the AWS Well-Architected Framework
  • Manage environment provisioning, configuration, and operational readiness for security, scalability, resiliency, and performance
  • Collaborate with application, data, security, and CMS stakeholder teams to integrate legacy components into the modernized environment
  • Oversee technical delivery, task planning, issue and risk management, and coordination across multidisciplinary technical teams
  • Provide technical leadership, mentorship, and architectural guidance throughout POC execution
  • Produce architectural artifacts, diagrams, design documents, and cloud implementation plans aligned with CMS standards and enterprise architecture guidance
  • Support security plans, control documentation, authorization activities, and federal/CMS cloud security compliance
  • Evaluate cloud services, automation opportunities, and modernization strategies for CMS AWS environments

Requirements

What you’ll need
  • Minimum of 8 years with BS/BA; 12 years with a high school diploma
  • Experience architecting and delivering solutions on AWS, including the AWS Well-Architected Framework
  • Experience designing, optimizing, and migrating applications or platforms to AWS, including legacy-system integration
  • Hands-on experience with cloud infrastructure provisioning, CI/CD pipelines, containerization, and infrastructure-as-code such as Terraform or CloudFormation
  • Experience leading cloud delivery teams or large-scale modernization efforts within federal or regulated environments
  • Strong understanding of AWS cloud security, identity/access management, networking, encryption, and performance engineering
  • Ability to communicate effectively with technical and non-technical stakeholders, leadership, and external partners
  • Knowledge and experience working in Agile environments
  • U.S. Citizenship or Green Card holder required
  • Ability to obtain and maintain a Public Trust clearance
  • AWS Certified Solutions Architect or similar cloud certification preferred
  • Experience supporting CMS programs, CMS AWS environments, or federal healthcare initiatives preferred
  • Experience with Facets, claims systems, or healthcare data workflows preferred
  • Experience designing IAM, data encryption, and regulatory frameworks preferred
  • Experience with POC development, architecture validation, and performance benchmarking preferred
  • Understanding of healthcare regulatory requirements such as HIPAA preferred
  • Familiarity with enterprise modernization initiatives involving legacy-to-cloud transitions preferred
  • Experience developing architectural documentation and participating in technical governance or architecture review boards preferred
