Key responsibilities & impact- Lead end-to-end solution development for complex Federal Government opportunities, from customer requirements and solution strategy through proposal submission and transition to execution
- Establish technical and architectural vision across enterprise applications, cloud modernization, software development, systems integration, data, AI-enabled capabilities, and digital transformation
- Lead multidisciplinary Solution Teams and direct technical, engineering, architecture, and subject matter expert contributions
- Translate customer mission needs, requirements, and proposal evaluation criteria into compliant, differentiated, and executable technical approaches
- Partner with Capture and Business Development leadership on win strategies, solution discriminators, pricing approaches, and customer engagement strategies
- Develop and articulate solution strengths, technical discriminators, modernization approaches, and measurable business outcomes
- Engage with senior government executives, contracting officers, and customer stakeholders to understand priorities, shape requirements, and position solutions for long-term program success
- Ensure operationally executable solutions by considering architecture, delivery model, staffing, technology, cost, schedule, risk, governance, and transition requirements
- Lead solution reviews and executive-level technical presentations
- Provide technical leadership across RFI/RFP responses, white papers, demonstrations, prototypes, customer briefings, and business development activities
- Apply Generative AI, cloud, automation, analytics, and modern software engineering practices where they create customer and business value
- Develop reusable solution approaches, architectures, collateral, and methodologies
- Advise executive leadership on technology strategy, investment priorities, customer needs, solution risk, and growth opportunities
- Influence across organizational boundaries, lead senior technical professionals, and establish credibility with government executives and internal business leaders
Requirements
What you’ll need- 18+ years of progressive experience in technology leadership, enterprise architecture, solution development, program management, software engineering, or related disciplines
- Demonstrated experience leading large-scale Federal Government technology programs and modernization initiatives
- Proven experience developing and presenting technical solutions for RFI/RFP and competitive business development opportunities
- Strong experience with enterprise architecture, cloud modernization, software development, systems integration, and digital transformation
- Demonstrated ability to lead large, multidisciplinary technical and program organizations
- Experience translating complex customer requirements into compliant, differentiated, and executable solutions
- Demonstrated experience partnering with Business Development and Capture organizations on solution strategy, proposal development, pricing, and customer engagement
- Strong understanding of customer requirements, evaluation criteria, technical solution, pricing, staffing, delivery, and contract execution
- Experience engaging directly with senior Federal Government executives, contracting officers, and customer stakeholders
- Ability to communicate complex technical strategies and architectures to technical and executive audiences
- Demonstrated business acumen, including budgets, financial modeling, pricing, P&L, or business growth
- Experience leading organizational transformation and building high-performing, geographically distributed teams
- Strong executive presence, written communication, presentation, facilitation, and relationship-building skills
- U.S. Citizenship
- Preferred: Master's degree in Computer Science, Engineering, Information Technology, Business, or related discipline
- Preferred: Ability to obtain and maintain a U.S. Government security clearance
- Preferred: Experience supporting DoD, VA, DLA, MHS, or other major Federal agencies
- Preferred: Experience with FedRAMP-authorized cloud environments and Federal SaaS solutions
- Preferred: Experience with Generative AI, AI-enabled solutions, automation, analytics, or modern application development
- Preferred: Experience developing prototypes, demonstrations, solution collateral, or reusable architectures for capture activities
- Preferred: Experience managing programs or organizations exceeding $100M in annual value and/or teams of 100+ professionals
- Preferred: Experience with major ERP/HCM modernization, enterprise applications, or large-scale systems integration
