About the role

Key responsibilities & impact

Lead the Testing Logistics Services project management function across a diverse portfolio of VA initiatives
Lead portfolio planning and resource allocation based on project complexity, risk, workload, stakeholder requirements, and team strengths
Maintain visibility into project demand, capacity, dependencies, and competing priorities
Recommend staffing, assignments, and resource optimization to program leadership
Identify opportunities for earlier project manager engagement to improve planning, risk management, and delivery outcomes
Provide direct leadership, performance management, coaching, and career development for Project Managers
Develop project management capabilities through mentoring, coaching, and knowledge sharing
Establish and maintain project management standards, tools, templates, and governance practices
Monitor project health, risks, issues, dependencies, and milestones; intervene early and recommend solutions
Align project schedules, testing activities, resource availability, and readiness criteria with testing leads and functional managers
Deliver portfolio-level reporting and insights to support decision-making and operational efficiency
Build relationships with VA stakeholders, program leadership, and cross-functional teams
Facilitate resolution of cross-project dependencies, conflicts, and resource challenges
Use lessons learned, performance metrics, and stakeholder feedback to improve project management practices and delivery performance

Requirements

What you’ll need

Bachelor's degree in Business, Information Systems, Technology, Management, or a related field; equivalent education and experience may be considered
Minimum 8 years of progressive project, program, or portfolio management experience
5+ years leading Project Managers, PMOs, or comparable delivery teams
Demonstrated success building, leading, and developing high-performing project management teams
Experience managing complex technology portfolios, including resource planning, capacity management, prioritization, and dependency coordination across multiple initiatives
Experience establishing project management standards, governance practices, performance measures, and reporting frameworks
Strong strategic thinking, leadership, coaching, facilitation, and stakeholder management skills
Ability to translate complex or incomplete information into actionable recommendations
Ability to assess and mitigate delivery risks while balancing customer priorities, organizational objectives, and resource constraints
Working knowledge of predictive, Agile, and hybrid delivery methodologies
Exceptional verbal and written communication skills
Advanced proficiency with Microsoft 365 applications, including Microsoft Excel, PowerPoint, Word, Outlook, SharePoint, and Teams
Ability to work effectively in a hybrid environment with the potential for limited telework
U.S. Citizenship is required
Successful completion of a Government background investigation, including detailed security forms and fingerprinting
Project Management Professional (PMP) certification
Preferred: experience leading PMO, portfolio management, or project management functions within a federal government environment
Preferred: experience supporting VA, EHRM, testing, IV&V, quality assurance, or large-scale technology modernization programs
Preferred: experience with Microsoft Project, Power BI, Jira, or similar platforms
Familiarity with federal IT governance, risk management, and delivery oversight practices
Desired: ITIL, Agile, Certified Scrum Master (CSM), or related professional certifications
Ability to travel as needed to support program and customer requirements
