About the role

Key responsibilities & impact
  • Lead the Testing Logistics Services project management function
  • Oversee a team of Project Managers supporting testing engagements across VA initiatives
  • Lead portfolio planning and resource allocation across Testing Logistics Services
  • Maintain visibility into project demand, capacity, dependencies, and competing priorities
  • Recommend staffing, assignments, and resource optimization to program leadership
  • Identify opportunities for earlier project manager engagement to improve planning, risk management, and delivery outcomes
  • Provide direct leadership, performance management, coaching, and career development for Project Managers
  • Develop project management capabilities through mentoring, coaching, and knowledge sharing
  • Establish and maintain project management standards, tools, templates, and governance practices
  • Monitor project health, risks, issues, dependencies, and milestones, intervening early when needed
  • Align project schedules, testing activities, resource availability, and readiness criteria with testing leads and functional managers
  • Deliver portfolio-level reporting and insights for decision-making and operational efficiency
  • Build relationships with VA stakeholders, program leadership, and cross-functional teams
  • Facilitate resolution of cross-project dependencies, conflicts, and resource challenges
  • Use lessons learned, performance metrics, and stakeholder feedback to improve project management practices and delivery performance

Requirements

What you’ll need
  • Bachelor's degree in Business, Information Systems, Technology, Management, or a related field; equivalent education and experience may be considered
  • Minimum 8 years of progressive project, program, or portfolio management experience
  • 5+ years leading Project Managers, PMOs, or comparable delivery teams
  • Demonstrated success building, leading, and developing high-performing project management teams
  • Experience managing complex technology portfolios, including resource planning, capacity management, prioritization, and dependency coordination across multiple initiatives
  • Experience establishing project management standards, governance practices, performance measures, and reporting frameworks
  • Strong strategic thinking, leadership, coaching, facilitation, and stakeholder management skills
  • Ability to translate complex or incomplete information into actionable recommendations
  • Ability to assess and mitigate delivery risks while balancing customer priorities, organizational objectives, and resource constraints
  • Working knowledge of predictive, Agile, and hybrid delivery methodologies
  • Exceptional verbal and written communication skills
  • Experience presenting portfolio status, risks, trends, and recommendations to senior leadership and government stakeholders
  • Advanced proficiency with Microsoft 365 applications, including Microsoft Excel, PowerPoint, Word, Outlook, SharePoint, and Teams
  • Ability to work effectively in a hybrid environment with the potential for limited telework
  • U.S. Citizenship is required
  • Successful completion of a Government background investigation, including detailed security forms and fingerprinting
  • Project Management Professional (PMP) certification
  • Ability to travel as needed to support program and customer requirements
