About the role

Key responsibilities & impact
  • Lead the strategy, processes, content resources, and team responsible for proposal and sales support materials
  • Manage proposal development services, including hiring, onboarding, coaching, performance management, recognition, and employee development
  • Develop team capability in proposal development, strategic writing, presentations, consultation, data literacy, and process improvement
  • Deliver proposal strategies, responses, presentations, and related materials meeting quality, timing, compliance, and brand expectations
  • Coordinate collaboration with business partners, subject matter experts, sales teams, and leaders on complex opportunities
  • Analyze operational performance, stakeholder feedback, workload demands, and proposal outcomes to identify and implement improvements
  • Execute process, workflow, automation, and tool enhancements
  • Oversee governance, organization, accuracy, lifecycle management, and usability of proposal content repositories and knowledge resources
  • Influence stakeholders, resolve barriers, establish accountability, and promote effective proposal development practices
  • Understand and ensure effective operation of assigned internal controls
  • Oversee assigned third parties’ compliance with contracts, Premera’s Third Party Code of Conduct, and mitigation activities
  • Perform other duties as assigned

Requirements

What you’ll need
  • Ten years of professional writing experience in marketing, public relations, proposal development, or business communications, including five years in healthcare (Required)
  • Demonstrated experience leading people and complex, cross-functional teams, including strategic responses to RFPs, RFIs, or comparable business opportunities (Preferred)
  • Experience improving business processes, leading change, and managing a proposal content database or comparable enterprise content repository (Preferred)
  • Working knowledge of process improvement, performance measurement, knowledge management, and AI tools
  • Strong people leadership, coaching, strategic writing, editing, storytelling, and presentation development skills
  • Ability to translate complex information into clear, compelling content and build trust and influence across organizational levels and functions
