About the role

Key responsibilities & impact
  • Procure materials, services, subcontractors, and subcontracted activities supporting maintenance, repair, and construction contracts
  • Manage the full purchase order and subcontract lifecycle from requirements definition through closeout
  • Contact vendors and subcontractors, obtain quotes and proposals, qualify sources, negotiate costs, place and expedite orders
  • Enter and update order information in procurement and ERP systems
  • Track goods receipt and project performance, resolve vendor issues, and support final invoice payment approval
  • Correspond with internal and external customers regarding purchase order and subcontract status
  • Resolve scope of work, change order, completion document, receipt, coding, and invoice discrepancy issues with Operations and Accounting
  • Create activity and status reports, including weekly materials estimates and monthly accruals
  • Review contractor reports, deliverables, and certified payroll requirements
  • Search ERP and order-tracking systems and replenish stock based on minimum/maximum levels
  • Participate in departmental and client meetings concerning budgets, timelines, and project priorities
  • Qualify vendors and subcontractors and prepare Master Subcontractor Agreements
  • Perform other duties and special projects as assigned

Requirements

What you’ll need
  • Five or more years of experience in purchasing and construction contracts industry
  • Strong negotiation skills
  • Knowledge of regulatory guidelines, particularly provisions of the Federal Acquisition Regulations (FARs)
  • Knowledge of SAM, Dun and Bradstreet, and requirements for properly categorizing Small Businesses to support Subcontracting Plan Goals
  • Ability to communicate effectively orally and in writing, make presentations, and respond to inquiries
  • Intermediate to advanced computer literacy, including word processing, spreadsheet, database, and presentation software
  • Knowledge of business English
  • Mathematical skills including fractions, percentages, ratios, and proportions
  • Ability to establish priorities and solve business problems
  • Customer service, problem-solving, and analytical skills
  • Flexibility to handle changing priorities and numerous projects
  • Bachelor's in Business Administration or related field
  • A comparable combination of formal education and work experience will be considered
  • Fed Security Clearance may be required depending on local, state, and contract requirements
  • Ability to view computer screens, utilize a keyboard, and answer/make phone calls
  • U.S. citizenship or legal permanent residency may be required for ITAR-controlled information
  • Satisfactory security background checks and compliance with ITAR regulations required
