About the role

Key responsibilities & impact

Review Basis of Estimates (BOEs) for support, quality, and compliance with FAR, the Raytheon Cost Estimating Manual, CAS Disclosures, and company policies and procedures
Review Cost Volumes and audit responses, with supervisory guidance, for support, quality, and compliance
Develop and execute FAR 15-2 compliant strategies to continuously improve organizational performance
Provide guidance to Strategic Business Unit and functional organization management on compliant proposal methods
Apply functional experience and knowledge of program and customer dynamics when making decisions
Work with the compliance team to complete compliance actions on time
Support development of Cost Estimating Relationships (CERs)
Ensure departmental goals are achieved and maintain an Estimating System rating of Adequate
Ensure team communications are accurate, relevant, and appropriate
Communicate actionable intelligence to management

Requirements

What you’ll need

Bachelor’s degree and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience
Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals
U.S. citizenship is required
Understanding of Estimating System requirements
Understanding of Estimating and Pricing tool sets
BA or BS in Finance or Accounting preferred
Strong presence and influence
Excellent communication skills at all levels of the organization
Understanding of business strategy, various business models used, and how RTN proposes new business
Ability to create structured logical thinking paths to back-up and justify compliance and financial strategies
Ability to maintain relationships with business and program leadership and keep financial information communication open
