About the role

Key responsibilities & impact
  • Develop, analyze, and complete proposals for development, production, competitive contracts, and contract modifications
  • Support the Naval Power estimating team
  • Develop pricing strategies considering customer priorities, future work, affordability initiatives, financial objectives, risks, and opportunities
  • Evaluate labor, material, and other direct costs associated with proposed contracts
  • Use company estimating and pricing programs and tools
  • Develop detailed Requests for Estimates
  • Lead development of Bases of Estimates, including tracking progress, validating and analyzing actuals, and confirming estimating approaches
  • Prepare and present Gate 4 charts for leadership review
  • Ensure FAR compliance and provide guidance on complex compliance situations
  • Develop and implement solutions for thorough proposal submissions
  • Coordinate with all levels of program management
  • Perform detailed analysis of estimate inputs
  • Train and support other estimators
  • Develop cost models and train others in cost model functionality
  • Create proposal analysis tools and initial cost targets
  • Evaluate and innovate existing estimating tools
  • Plan and schedule proposal efforts to meet customer and company requirements

Requirements

What you’ll need
  • Bachelor’s degree and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years experience
  • Experience with Microsoft Excel, PowerPoint and/or other related tools
  • Experience with proposal development, cost models, price buildup, and/or estimating and pricing processes
  • U.S. citizenship is required
  • Ability to obtain program-specific clearance(s)
  • Experience with federal proposal regulations such as FAR, DFAR, and TINA
  • Knowledge of ProPricer and ability to learn alternative pricing software
  • Advanced knowledge of FAR Part 15, Cost Accounting Standards, and Raytheon Cost Estimating Manual
  • Strong Excel and Power Query skills
  • Strong analytical, organizational, project management, collaboration, and scheduling skills
  • Ability to work well in teams and lead project teams by influencing without direct authority
  • Ability to consistently meet deadlines in a schedule-driven environment
