About the role

Key responsibilities & impact
  • Develop and manage a portfolio of major subcontracts and procurement activities
  • Participate in gate reviews and capture/proposal efforts
  • Facilitate relationships across organizations and suppliers
  • Ensure subcontracts and purchase orders comply with policies, procedures, and Federal Acquisition Regulations
  • Perform procurement and supplier management functions supporting U.S. Government subcontracts
  • Administer high-dollar FFP/Cost Type major subcontracts valued from $100K to over $50M
  • Develop sourcing and procurement activities from development through production and final contract closeout
  • Develop tactical and strategic supplier relationships
  • Monitor incoming material supply to support MRP and self-guided demand
  • Interface with Integrated Product Teams, Engineering, Production Control, Operations, Material Program Managers, and Program Office
  • Develop supply chain strategies and alternatives
  • Perform risk analysis and develop mitigation plans
  • Lead the supplier management team and serve as focal point for subcontractor performance
  • Generate RFPs and review requirements flow-down adequacy
  • Develop negotiation strategies and lead multifunctional negotiation teams
  • Negotiate price, delivery, payments, and contractual terms
  • Place and maintain purchase orders
  • Perform Earned Value Management, milestone monitoring, and completion assessments
  • Report directly to the Senior Manager of Procurement and Subcontracts for EWS

Requirements

What you’ll need
  • Bachelor’s degree and minimum 8 years of prior relevant experience, or an advanced degree in a related field and minimum 5 years’ experience
  • Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements
  • Ability to obtain and maintain a U.S. government-issued security clearance
  • U.S. citizenship required
  • Active and existing DoD Secret security clearance required after day 1
  • Experience leading formal negotiations preferred
  • Experience supporting procurement and subcontract management teams preferred
  • Experience working in an Integrated Product Team (IPT) environment preferred
  • Experience interfacing with internal customers and all levels of organization preferred
  • Experience developing and delivering presentations preferred
  • Active DOD or SSBI security clearance preferred
