About the role

Key responsibilities & impact
  • Lead the Financial Accounting team, setting objectives, prioritising tasks and developing team capabilities
  • Contribute to the annual branch business plan
  • Develop and implement robust financial internal controls in line with the Scottish Public Finance Manual
  • Advise on finance systems, including Oracle, and procurement cards
  • Manage Accounts Payable and Accounts Receivable, including debt management
  • Ensure supplier payments meet the Scottish Government 10-day payment target
  • Oversee customer invoicing, controls and reconciliations
  • Manage VAT returns, the fixed asset register, bank reconciliations, cash forecasting and drawdowns
  • Oversee quarterly Public Services Reform Act disclosures, including electronic procurement card expenditure over £500
  • Complete monthly account checks and balance sheet reconciliations
  • Report financial reviews to the branch head
  • Prepare annual accounts in accordance with the Government Financial Reporting Manual and IFRSs
  • Ensure disclosures comply with existing, updated and new standards
  • Produce the FSS return for Whole of Government Accounts
  • Review internal controls, systems, processes, capacity and capability with the Finance Manager
  • Liaise with Audit Scotland on internal and external audits and implement recommendations

Requirements

What you’ll need
  • Qualified accountant from a member of CCAB with relevant practical experience
  • Expert understanding of International Accounting Standards
  • Expert understanding of the role of Audit
  • Strong written and verbal communication skills
  • Ability to write concise papers that inform and influence senior management decision-making
  • Ability to present to stakeholders
  • Proven leadership skills, including leading, empowering, developing and motivating people
  • Strong organisational and planning skills
  • Ability to prioritise workload and competing demands
  • Making Effective Decisions – Level 3
  • Developing Self and Others – Level 3
  • Communicating and Influencing – Level 3
  • Existing and ongoing right to work in the UK
  • Successful candidates must complete Baseline Personnel Security Standard (BPSS) checks
