About the role

Key responsibilities & impact
  • Oversee daily operations of multiple Supply Chain Project Coordinators and Supply Chain Program Managers
  • Provide leadership guidance, performance management, recruiting, and staffing planning
  • Develop training plans and ensure supply chain performance for business units or large complex programs
  • Collaborate with Subcontract Management, Purchasing, Engineering, Operations, and Business Management teams
  • Consolidate and mitigate program-level supply chain risks to meet cost targets
  • Define supplier requirements and evaluate strategies during proposals
  • Supervise team members, set performance expectations, conduct feedback and performance reviews, and participate in hiring
  • Develop staffing plans and facilitate training programs
  • Participate in and lead meetings with subcontractors and suppliers
  • Develop program-level Supply Chain Management Plans
  • Guide negotiation, sourcing, supplier evaluation, and supplier capability strategies
  • Guide development of Supplier/Subcontractor Statements of Work and requirements documents
  • Lead make/buy assessments and complex subcontract program management when assigned
  • Develop long-term investment strategies to reduce lead time and cost
  • Identify alternate or additional sources and act as supply chain architect and proposal/program liaison
  • Lead business requirements, technical evaluations, risk assessments, and BOE strategies for proposals
  • Support Design for Excellence and Design for Supply Chain initiatives, including DPTC methodologies
  • Coordinate supply chain functions against schedules and milestones
  • Align prime requirements with supplier requirements and resolve problems
  • Initiate Purchase Requisition to Purchase Order processes through Material and Service Requests
  • Create and update program review charts and dashboards for cost, technical, and schedule performance
  • Champion recovery plans and present status to stakeholders and senior supply chain leadership
  • Manage cost, technical, and schedule aspects of supply chain for proposals and programs
  • Track schedule progress and deviations
  • Identify risks and present mitigation plans
  • Perform CAM responsibilities when delegated and obtain CAM certification if required
  • Use EVM techniques, track costs against budgets, calculate CPI/SPI, report variances, and recommend corrective actions
  • Maintain control account documentation and prepare regular status reports
  • Support pursuits by identifying sources, developing source selection strategies, preparing BOEs, developing requirements documents, evaluating proposals, and supporting source selection plans
  • Develop preliminary Supply Chain Management Plans for new program startup

Requirements

What you’ll need
  • Bachelor’s degree with an emphasis Technical/Engineering concentration
  • 11+ years of experience in operations or a related area
  • Relevant technical experience may substitute for the required technical educational qualifications; without a degree, 15 years of related experience is required
  • Higher level relevant technical degree may substitute for required technical experience
  • Extensive knowledge of procurement processes and expert contract management principles
  • Experience across product lifecycle phases including prototyping, development, qualification, certification, LRIP, FRP, and sustainment
  • Extensive Program and Subcontract Management experience
  • Proficient in cost and schedule analysis
  • Expert in Design for Supply Chain and Design to Product Target Cost methodologies
  • Extensive DoD and Aerospace and Defense experience
  • Experience with electronics, software, and other high-tech commodities
  • Expertise in Risk and Opportunity Management, EVMS, Material Sales Forecasting, ERP/MRP systems, and Gate Reviews
  • Skilled in oral and written communication and presenting to groups
  • Advanced Microsoft Office Suite skills, including Word, Excel, PowerPoint, and Teams
  • Ability to perform data analytics for trend analysis
  • Ability to travel 25% to 50% of the time, with extensive travel occasionally
  • Ability to obtain and maintain a Secret U.S. Security Clearance
  • U.S. Citizenship required for employment due to security clearance requirement
  • Preferred: Master’s degree in a relevant field
  • Preferred: CPSM, PMP, or applicable DAU certifications
  • Preferred: leadership in large-scale procurement operations
  • Preferred: understanding of FAR, FAA Regulations, AS9100, Cyber Security, and other industry requirements
  • Preferred: experience with Ivalua, CostPoint, or other MRP/ERP systems
  • Ability to work in an office environment
  • Proficiency using a computer for extended periods
  • Ability to lift up to 20 lbs occasionally
  • Regular travel may be required for supplier visits, audits, and senior management meetings
