About the role

Key responsibilities & impact
  • Support the Transportation Services division within the Department of Health and Human Services.
  • Support critical budget and funding activities across Transportation Services.
  • Drive program efficiency through process improvement and automation.
  • Extract, clean, and analyze large datasets from multiple sources.
  • Generate reports on credit card and transit program trends and behaviors.
  • Perform data mining and trend analysis for program-specific analysis and performance reporting.
  • Support evidence-based business decisions.
  • Collaborate with stakeholders, customers, vendors, and technical partners.

Requirements

What you’ll need
  • Bachelor's degree in Finance, Accounting, Business Administration, Public Policy, or a related field.
  • 5+ years of progressive experience as a Business Analyst, Financial Analyst, Project Manager, or comparable program role, preferably in a government or public sector environment.
  • Expert-level proficiency in Microsoft Excel, including PivotTables, advanced formulas, VLOOKUP, Power Query, Power Pivot, and VBA/macros.
  • Strong understanding of budgeting, forecasting, cost analysis, financial reporting, reconciliation, and internal controls.
  • Demonstrated ability to extract, clean, and analyze large datasets from multiple sources.
  • Experience generating reports from varying data sources on credit card and transit program trends and behaviors.
  • Proven experience in data mining and trend analysis.
  • Familiarity with accounting software systems, financial reporting tools, and federal financial/interagency processes.
  • Strong attention to detail, organization, documentation, and problem-solving skills.
  • Excellent written and verbal communication skills, with the ability to present complex financial, technical, and policy information clearly and concisely.
  • Must be able to work independently with limited direction; ability to multitask, prioritize competing requirements, and be a self-starter is critical.
  • Demonstrated ability to lead and work collaboratively across a broad, multi-layer team of stakeholders, customers, vendors, and technical partners.
  • Ability to obtain and maintain a Public Trust.
  • Desired: Government financial systems experience, including G-Invoicing, PRICES, UFMS, FBIS, and CAM.
  • Desired: Transit Program Policy experience, including HHS and DOT requirements.
  • Desired: Government funding, budgeting, accounting, or HHS Transit program experience.
  • Desired: Knowledge of public sector forecasting and accounting frameworks.
  • Desired: Experience with Power BI or Tableau.
  • Desired: Process Mapping experience (Visio, etc.).
  • Desired: Knowledge of government charge card policy, GSA SmartPay administration, and servicing-bank tools.
  • Desired: Experience managing transit/charge card applications, system integrations, UAT, and releases.
  • Desired: Emerging payment technology experience, including virtual cards, tokenization, mobile wallets, and real-time controls.
  • Desired: Advanced SharePoint, Teams, and Power Automate experience.
  • Desired: Experience supporting federal and interagency customers through communications, training, and change management.
