About the role
Key responsibilities & impact- Solicit, understand, and document health insurance marketplace needs, customer business requirements, processes, and workflows
- Research market trends and the ACA landscape to support timely, accurate, and relevant product features and requirements
- Work with developers to create functional specifications
- Serve as a subject matter expert for developers and collaborate with QA to test functionality
- Lead a Product Development team using Scaled Agile Framework (SAFe)
- Work with CMS, Business Development, product owners, developers, testers, and production support throughout the software development lifecycle
- Demonstrate existing and new functionality to CMS stakeholders
- Perform market and competitive analysis and contribute to product roadmaps
- Deliver detailed functional specifications, including workflows, business rules, interface definitions, outstanding issues, data analysis, and data mapping
- Interact directly with federal agencies to document interface requirements and facilitate integration testing
- Gather requirements and build and document development specifications
- Update and maintain the Requirements Traceability Matrix
- Conduct gap analysis and collaborate with architects and developers to estimate project impact
- Communicate, verify, and test functionality changes with Product Development, QA, and Production Support teams
- Develop detailed knowledge of federal marketplace data services and perform collaborative service demonstrations
- Collaborate with application development organizations to align with health insurance marketplace priorities and deliverables
- Assist with training materials and product documentation
- Manage multiple competing priorities
- Track project schedules and associated risks
- Coordinate involved parties using project management skills and techniques
- Perform other assigned project tasks
Requirements
What you’ll need- 4+ years’ experience in the health care environment
- 3 years working in an agile environment, especially in the health care domain
- Strong knowledge of managing product build teams
- Demonstrated experience delivering similar engagements
- Ability to obtain and maintain a Public Trust clearance
- Must have lived in the United States 3 out of the past 5 years
- Bachelor's degree
- 7+ years in a product owner/Business Analyst role preferred
