About the role

Key responsibilities & impact
  • Serve as Facility Security Officer for the Delmar, DE facility and maintain compliance with NISP requirements
  • Support DCSA assessments, reviews, reporting, and change-condition submissions
  • Maintain the facility clearance, including documentation, self-inspections, recordkeeping, corrective actions, and leadership briefings
  • Own day-to-day security operations, including closed-area access lists, badging, visit control, security systems monitoring, classified visitors, and classified holdings accountability
  • Execute site-level Insider Threat program activities
  • Coordinate with facilities, IT, program management, engineering, operations, and Global Trade & Security
  • Own new-hire clearance intake and ongoing personnel security clearance administration across cleared sites
  • Manage the personnel security lifecycle, including prescreening, citizenship verification, eApp onboarding, initiation, upgrades, Continuous Vetting updates, renewals, eligibility maintenance, and out-processing
  • Build and maintain standard work, SOPs, metrics, and tracking tools for personnel security clearance management
  • Maintain a centralized clearance queue and government security database records in DISS and NBIS
  • Coordinate clearance actions with site FSOs/AFSOs, HR, recruiting, hiring managers, and program teams
  • Provide periodic personnel security clearance status reporting and process-improvement recommendations
  • Oversee physical security measures including access control, badging, alarm systems, key control, CCTV, and secure area controls
  • Ensure proper handling, marking, storage, transmission, accountability, and destruction of classified and controlled information
  • Manage visitor control, visit requests, authorizations, escorts, and visitor logs
  • Support Technology Control Plans, CUI, and technical data management requirements
  • Implement security briefings and training, including foreign travel, insider threat awareness, derivative classification, CUI, and technical data management
  • Support insider threat and incident response; document and report incidents, violations, and suspicious activities
  • Plan and conduct periodic security self-inspections for the Philadelphia site and assist other site FSOs
  • Support corporate and customer security audits and risk assessments
  • Identify opportunities to reduce manual work and improve clearance-cycle visibility
  • Provide security administrative support and assist with corporate security initiatives, metrics, assessments, and training
  • Provide guidance to site FSOs/AFSOs on clearance administration and personnel security questions
  • Perform other duties supporting Delmar security operations and the Global Trade & Security team

Requirements

What you’ll need
  • Bachelor’s degree in Criminal Justice, Security Management, Business Administration, or related field; equivalent experience considered
  • 3-5 years of experience in industrial security, preferably in a cleared defense/aerospace or government contracting environment
  • Prior experience as an FSO, AFSO, or security specialist supporting a cleared facility is strongly preferred
  • Experience managing personnel security clearance processes and clearance systems across multiple locations is strongly preferred
  • Experience coordinating with DCSA and other U.S. Government security representatives is preferred
  • Ability to obtain and maintain Secret eligibility; a current Secret eligibility is strongly preferred
  • DCSA/CDSE FSO training, or ability to complete required training within 6 months of appointment to FSO position
  • Experience with DISS, NBIS, NISS, and eApp is strongly preferred
  • Professional security certifications such as ISP®, CPP®, or PSP® are a plus
  • FOCI experience preferred but not required
  • Solid working knowledge of NISP, NISPOM / 32 CFR Part 117, and facility, personnel, physical, and information security
  • Strong understanding of the personnel security clearance lifecycle
  • Excellent organizational skills and attention to detail
  • Strong written and verbal communication skills
  • High level of integrity, discretion, and sound judgment when handling classified, controlled, personal, or sensitive information
  • Ability to work independently and collaborate with cross-functional teams
  • Continuous-improvement mindset
  • Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint) and ability to learn new tools, databases, and government systems quickly
  • Some travel may be required
  • Occasional after-hours or weekend work may be required
